MINUTES 05-14-2018
The Bicycle and Pedestrian Commi ee held the 2nd of two May commi ee mee ngs on Monday, May 14, 2018 at 5:30
pm in a conference room at the South Burlington Police Department.
Members Present: Cathy Frank, Vice-Chair; Dana Farr, Chair; Amanda Holland; Donna Leban; Shawn Goddard (Clerk for
this mee ng), Bob Bri , Jim Grossman (departed early)
Members Absent: Roy Neuer; Jamieson Goodwin, Clerk
City Representa ve: Cathyann LaRose, City Planner
Also Present: Paul Conner, Director of Planning & Zoning
Mee ng began at 5:35 pm.
1. Welcome and emergency procedure review.
2. Changes to the Agenda - None
3. Comments from public not related to Agenda – None
4. Considera on of minutes from May 9 Mee ng - Didn’t do this
5. Discussion of restructuring groups for efficiency - Cathy & Dana
a. Open Mee ng Stuff
i. Dana showed a proposed standard for streamlined communica ons
1. Single point of contact for the city - Cathyann & we should copy Dana (or Cathy if
Dana isn’t available).
2. Want to be able to assign people to speak for the commi ee on specific topics.
See update below in item 6 - document link for Media, Outreach, Volunteers.
- Groups should be 2 people to avoid “subcommi ee status”...which are
covered by Open Mee ng rules.
ii. Reviewed key topics/tasks to assign owners & subcommi ee members
1. Cathyann suggested that prior to each commi ee mee ng we summarize the
status of open ac ons (Dana has a 8pt template) - Each owner would send this to
Dana & she’ll summarize & send it out to the team.
a. Dana created a document under “Template Status Reports” in SBBPC
Documents folder.
i. Quick/basic updates - no novels.
ii. Can leave some bullets open if they don’t apply to that update.
iii. Bob met & discussed the open mee ng ques ons with city a orney
1. We can advocate for things in addi on to educa on - individually or as a group.
2. When things are being purchased, the rules become much more strict.
a. City funds cannot be used to advocate, only educate.
b. Non-city funds can be used to advocate (like Local Mo on) - even if the
commi ee raises those funds.
i. Andrew (city lawyer) recommended we review Secretary of State
guidelines for PACs
3. Facebook page
a. City’s FB page - Cora Lee would like only one facebook page for South
Burlington
i. We can “educate” and inform people from the city’s FB page
ii. Cora Lee has a template for a general plan for city communica on
efforts via the FB page, website, etc.
b. South Burlington Community Watch
i. We can share each other’s posts on our own FB stream, but we
shouldn’t engage directly with each other’s posts on their page &
we shouldn’t engage in mul ple responses to community
comments on these posts.
1. We can assign one person to respond, but we don’t want
to have mul ple people engaging.
c. What about a Friends for a Walkable/Bikeable South Burlington?
i. Paul suggested that a new FB page might not gain trac on quickly
enough to be effec ve for the August Ballot Ini a ve
ii. Andrew would prefer that one person form it if we do it, two at the
most as creators / administrators.
iii. Whether we create a FB page or not, we can use the Local Mo on
endorsement page as a way to raise funds toward our effort.
6. Community Support Ini a ves - Penny for Paths
a. Mo on to state that the commi ee is in favor Penny For Paths ballot ini a ve - Bob Bri , Second:
Jim Grossman, Vote: Unanimously in favor
b. Priori za on of community outreach projects - need to assign projects - see sheet in google drive
that Dana created for documen ng responsibili es - see this document for assignments: Media,
Outreach, Volunteers.
c. Donna presented an idea - The Token Game
i. Treasure Hunt - token pennies will be placed on sidewalks & rec paths that:
1. Get the word out
2. Provides incen ve for people to go to local businesses that are suppor ng our
effort.
ii. Game where people could find tokens around the city and use those tokens at local
businesses.
iii. Discussion:
1. Is it manageable for a single person?
a. We have a lot of ac ons needed for the ballot, so we may not have
bandwidth to have mul ple people at every event.
b. Donna would like at least one other team member help her.
2. Fundraising - how does it work?
a. Businesses would donate money for us to promote P4P via this game
b. They would also offer discounts in their store for those who found the
tokens - this would get customers in their door.
3. Can we do this more simply?
d. Fundraising objec ve:
i. Ads in The Other Paper ($275 ¼ page ad)
ii. Lawn signs - cost? - Cathy will find out
iii. Posters (11x17) Donna volunteered to handle marke ng poster/banner design and
produc on, as well as mee ng with businesses to raise money in support of advocacy
campaign. Would like to have a 2nd person to assist in fundraising with businesses, even
if we don’t do the P4P token game.
iv. Local Mo on post cards
e. Discussion of proposed ballot language:
i. Ar cle I & II - The tle needs to be changed to Bicycle & Pedestrian Infrastructure (replace
recrea on with pedestrian)
ii. Ar cle I & II - The language doesn’t match between the two ar cles - once says closing
the gaps & one says funding infrastructure improvements.
iii. We want to ensure that it’s clear the language is broad, but that the funds aren’t used for
maintenance (so “improvements” could be interpreted as maintenance).
iv. Bob will speak to Andrew on these ques ons/concerns.
f. We all agreed that the people assigned to the tasks could speak on behalf of the commi ee.
