MINUTES 04-11-2018
The Bicycle and Pedestrian Commi ee held its regular monthly mee ng on Wednesday, April 11, 2018 at 5:30 pm in the
small conference room at the city office building.
Members Present: Cathy Frank, Vice-Chair; Jamieson Goodwin, Clerk; Dana Farr, Chair; Amanda Holland; Donna Leban;

Also Present: Nic Anderson, Green Ride Bike Share; Jason VanDriesche, Local Mo on; Allegra Williams, Local Mo on
Mee ng began at 5:35 pm.
1. Welcome and emergency procedure review.
2. Changes to the Agenda
3. Comments from public not related to Agenda – None
4. Approval of March minutes – Cathy mo ons to approve, Shawn seconds. Jamieson abstains. Approved
5. Local Mo on – Allegra is new to Local Mo on and here to introduce herself with Jason. Allegra is going to focus on
working with communi es to improve condi ons for walking and biking. Jason and Allegra are here today to
discuss two primary topics: Regional bike and pedestrian related ini a ves surrounding South Burlington, and
poten al scheduling of a popup event project on Dorset St related to filling the gap near the Cider Mill
neighborhood.
a. Regional bike issues and initiatives – Great examples of how much work is going into improving
access in surrounding areas:
i. Williston road rework from late last year to include new bike lanes which are scheduled to
be painted this season. Donna inquired if there will be efforts to maintain lanes at least
yearly moving forward. Jason indicated that it should be, based on experience with
VTrans.
ii. Burlington is developing a “Great Streets” project to redesign Main St from Battery St to
Prospect St. Info available online at http://greatstreetsbtv.com. This redesign will include
lots of changes, angled to parallel parking, barriers for protected bike lanes, etc. Goal is to
make Main St a more open/public space instead of a primarily transit route.
iii. Winooski is working to redesign and update Main St. from the traffic rotary north to
include lane share arrows down-hill and a “Climb lane” up-hill. Also, a project to add a
new feature to Weaver St, which is a block to the west, that will include a two-way
protected bike lane.
iv. VTrans will build (two municipalities) a shared use path along rte 15 from Lime Kiln Rd
to Susie Wilson Rd projected to begin in 2020.
b. Pop-up events – Identified the opportunity of a pop-up event to showcase a potential solution to
closing an existing problem, in this case, the gap along Dorset St near Cider Mill. Discussion
continued around ideal times for the event, which would likely be during a period of low traffic this
summer to accommodate a detour if it is found necessary. Example discussed was a non-specific
Sunday. Discussion continued around minimum 10ft vehicle lanes with 5ft bike lanes on each side
requiring at least 30ft road width. Jason conveyed that based on a rough visual estimate from
google maps or similar tool, a detour may not be necessary. Discussion turned to effects of narrowed
lanes on average traffic speed and then to ways to help promote committee projects of interest and
gather additional data. Local Motion can advise and assist in organizing and building feedback and
engagement tools via their website as well. Some proposed tools include the use of a Local Motion
“Goal” page, or similar, which can be great for tangible and specific goals. Currently, Local Motion,
is planning for two events this spring/summer, namely this pop-up for Dorset St and the Weaver St
project in Winooski (mentioned in section 6a, subsection iii).
5. Updates from Green Ride Bike Share – Nic came to provide an update on Green Ride Bike share roll
out. The bikes are here! Bikes are now in place at the racks after a soft roll out last week. One hundred
members have joined in the past 5 days and 125-ish miles, great progress! To sign up and check out the
system, download the Android/iOS app, named Social Bicycles, or use the website located at
http://greenridebikeshare.com. Official Launch event planned on Church St. in Burlington near Ben &
Jerry’s Scoop shop on April 18th.
6. Updates from the City: Cathyann LaRose –
a. UPWP Mapping update – Reported on a meeting with Pam from Regional Planning Commission
to review available fields for use in mapping software and useful data for this initiative. Amanda did
a short presentation on mapping tool interface and ways to submit edits for further processing.
Amanda will follow-up with documentation for future use.
b. LDR updates for bicycle parking were approved and go into effect April 21.
7. Community Support Initiatives, Penny for Path (P4P) –
a. Reviewed presentation to City Council for next week. Key highlights include not duplicating efforts
underway, but closing the gaps to enhance other efforts around the city. The goal for presentation is
to provide strong evidence that now is the time to pursue this initiative. A topic touched on earlier in
discussion with Local Motion, many projects are starting soon in the surrounding area to improve
the infrastructure which highlight bike and pedestrian safety and access. As a result, now would be a
great time to highlight our continued investment in South Burlington resources. Discussion
continued about ways to manage and formalize methods to utilize these funds if approved, no
further actionable items along this topic. Shawn to clean-up remainder of items for presentation and
prepare to present to City Council for the next meeting on April 16.
8. General Matters
a. Discussion: Policy for meeting Cancellation– There is a need to review the process to confirm
cancellation moving forward. Everyone agreed that a decision to cancel needs to be made by Noon
the day of the meeting and confirmation needs to be received by 2 pm with confirmation before
Cathyann or a designated substitute will attempt to contact non-responsive members by phone.
Reviewed contact information and updated as necessary.
b. Discussion: Bob, Policy and Safety Recommendations update – No updates at this time.
c. Discussion: Dana, Talking Points – No other updates at this time.
9. The Bike Rack/Homework Report Out: Cathyann.
10. Confirmation: Next meeting May 9th at 5:30.
