MINUTES 07-19-2017
The Bicycle and Pedestrian Commi ee held its regular monthly mee ng on Wednesday, July 19, 2017 at 5:30 pm in the
small conference room at the city office building.
Members Present: Dana Farr, Chair; Cathy Frank, Vice-Chair; Jamieson Goodwin, Clerk; Amanda Holland; Bob Bri ;
Donna Leban
Members Absent: Jim Grossman, Roy Neuer
City Representa ve: Cathyann LaRose, City Planner
Also Present: Lou Bresee; Ilona Blanchard, South Burlington Special Projects Director; Khalid Almubarak
Mee ng began at 5:35 pm.
1. Welcome and emergency procedure review2. Changes to the Agenda – Move Bob’s report of the mee ng with Jus n Rabidoux from Department of PublicWorks (DPW) to behind Updates from the City.3. Approval of June minutes - Cathy mo oned, all approve. 4. Comments from public not related to Agenda – Lou Bresee – Here to inform that Roy Neuer was involved in abicycle accident and will not be in a endance. Roy had wished to convey, through Lou, his thoughts on theLocalMo on Williston Rd and I-89 project recommenda on. Roy’s concern was that the proposed painted bikelane is not sufficiently safe for users. Lou also wished to discuss the connec vity for pending construc onprojects along Shelburne road from Faye e Dr to Holmes Rd and determine if any determina on had been madein regards to connec ons that were not driven towards automo ve traffic. Jamieson contributed that there wereno plans for comple on of the proposed connec on west of Shelburne road and would likely not be possible forsome me due to the interest of current right of way ownership.5. Updates from the City; Ilona Blanchard, SB Special Projects Director – Ilona provided a brief overview of majorprojects and their bicycle and pedestrian design, including City Center, Williston Rd between White St intersec onand the Hinesburg Rd intersec on, and the current status of grant applica ons. The Commi ee would like tothank Ilona for coming in and taking the me to bring us up to speed on these items.6. Discussion: Local Mo on proposal for Bicycle and Pedestrian traffic at Williston Rd and I-89 Exit 14 – Discussionstarted with the proposed near term restriping. Some reserva ons expressed about the design as outlined andhow it is likely more useful to the more experienced users which are a smaller part of the biking popula on thanthe casual and conserva ve users. a. Comments regarding Short term recommenda ons from Local Mo on: The South Burlington Bicycle andPedestrian Commi ee cannot endorse the recommenda on from LocalMo on as it stands. The currentproposal does not give us any assurance that they would be effec ve or safe if implemented. TheCommi ee does agree that a short term solu on should be developed and scoped with the appropriateresources and stakeholders to ensure appropriate review and safety design. b. Cathy moves, Donna seconds, Bob abstains and all remaining members approve.c. Long term proposal review: Currently, the Commi ee stands by it’s decision and currently endorses the 2proposed bridges located south of Williston Rd across I-89, and into the University Mall property/ CityCenter area.7. General Ma ersa. Report: Roy, SeeClickFix – Updates documented by Roy and distributed through the Commi ee. Nosubstan ve updates.b. Report: Bob & Cathy, Mee ng with DPW’s Jus n Rabidoux – Updates provided by Bob regarding lastmee ng with Jus n. Discussion con nued on funds poten ally available for use by this commi ee. Bobwill try to meet with Ilona and discuss ways to u lize those funds and some iden fied projects that coulduse the funding. Topic transi oned to the use of SeeClickFix for tracking issues with DPW. Many on thecommi ee feel that there is frustra on amongst the site users resul ng from a perceived lack ofresponsiveness and poor issue tracking. Discussion con nued to ways of poten ally improving thisinterac on and how to best propose those recommenda ons. Cathyann informed that City Council isstar ng to schedule mee ngs with the commi ees to review the annual workplan and current ac vi es. Discussion con nued around topics for inclusion for this presenta on. Dana will generate a document foruse among the commi ee to contribute towards this purpose. The commi ee decided to try to schedulea presenta on with City Council for one of the mee ngs in September.c. Discussion: Bob, Policy and Safety Recommenda ons update – Updates provided in spreadsheet.d. Discussion: Dana, Talking Points –
i. Discussion: Donna, GIS/mapping project report – Donna met with Cathyann about the
Chi enden County Regional Planning Commission (CCRPC) Geographic Informa on System (GIS)
Grant and how to best use these resources to help improve the City Database related to Bike and
Pedestrian Maps. A list of 4 categories of useful data to aid in comple ng proposed Rec path
connec ons and improvements was presented. Next steps include a mee ng of the
subcommi ee formed at last SBBPC mee ng (June 20) to review this informa on, discuss and
plan next steps. Cathyann informed the commi ee that resource availability issues have arisen
which will likely delay the project.
8. Homework; Cathyann – Cathyann will advise if 14th is ok for next mee ng and room availability. Dana will write
a response to local mo on based on approved verbiage from this mee ng. Subcommi ee mee ng to review
GIS/map project data.
