HomeMy WebLinkAboutMinutes - Bicycle & Pedestrian Committee - 07/19/2017BICYCLE AND PEDESTRIAN COMMITTEE MINUTES 07-19-2017 The Bicycle and Pedestrian Commiee held its regular monthly meeng on Wednesday, July 19, 2017 at 5:30 pm in the small conference room at the city office building. Members Present: Dana Farr, Chair; Cathy Frank, Vice-Chair; Jamieson Goodwin, Clerk; Amanda Holland; Bob Bri; Donna Leban Members Absent: Jim Grossman, Roy Neuer City Representave: Cathyann LaRose, City Planner Also Present: Lou Bresee; Ilona Blanchard, South Burlington Special Projects Director; Khalid Almubarak Meeng began at 5:35 pm. 1. Welcome and emergency procedure review2. Changes to the Agenda – Move Bob’s report of the meeng with Jusn Rabidoux from Department of PublicWorks (DPW) to behind Updates from the City.3. Approval of June minutes - Cathy mooned, all approve. 4. Comments from public not related to Agenda – Lou Bresee – Here to inform that Roy Neuer was involved in abicycle accident and will not be in aendance. Roy had wished to convey, through Lou, his thoughts on theLocalMoon Williston Rd and I-89 project recommendaon. Roy’s concern was that the proposed painted bikelane is not sufficiently safe for users. Lou also wished to discuss the connecvity for pending construconprojects along Shelburne road from Fayee Dr to Holmes Rd and determine if any determinaon had been madein regards to connecons that were not driven towards automove traffic. Jamieson contributed that there wereno plans for compleon of the proposed connecon west of Shelburne road and would likely not be possible forsome me due to the interest of current right of way ownership.5. Updates from the City; Ilona Blanchard, SB Special Projects Director – Ilona provided a brief overview of majorprojects and their bicycle and pedestrian design, including City Center, Williston Rd between White St interseconand the Hinesburg Rd intersecon, and the current status of grant applicaons. The Commiee would like tothank Ilona for coming in and taking the me to bring us up to speed on these items.6. Discussion: Local Moon proposal for Bicycle and Pedestrian traffic at Williston Rd and I-89 Exit 14 – Discussionstarted with the proposed near term restriping. Some reservaons expressed about the design as outlined andhow it is likely more useful to the more experienced users which are a smaller part of the biking populaon thanthe casual and conservave users. a. Comments regarding Short term recommendaons from Local Moon: The South Burlington Bicycle andPedestrian Commiee cannot endorse the recommendaon from LocalMoon as it stands. The currentproposal does not give us any assurance that they would be effecve or safe if implemented. TheCommiee does agree that a short term soluon should be developed and scoped with the appropriateresources and stakeholders to ensure appropriate review and safety design. b. Cathy moves, Donna seconds, Bob abstains and all remaining members approve.c. Long term proposal review: Currently, the Commiee stands by it’s decision and currently endorses the 2proposed bridges located south of Williston Rd across I-89, and into the University Mall property/ CityCenter area.7. General Maersa. Report: Roy, SeeClickFix – Updates documented by Roy and distributed through the Commiee. Nosubstanve updates.b. Report: Bob & Cathy, Meeng with DPW’s Jusn Rabidoux – Updates provided by Bob regarding lastmeeng with Jusn. Discussion connued on funds potenally available for use by this commiee. Bobwill try to meet with Ilona and discuss ways to ulize those funds and some idenfied projects that coulduse the funding. Topic transioned to the use of SeeClickFix for tracking issues with DPW. Many on thecommiee feel that there is frustraon amongst the site users resulng from a perceived lack ofresponsiveness and poor issue tracking. Discussion connued to ways of potenally improving thisinteracon and how to best propose those recommendaons. Cathyann informed that City Council isstarng to schedule meengs with the commiees to review the annual workplan and current acvies. Discussion connued around topics for inclusion for this presentaon. Dana will generate a document foruse among the commiee to contribute towards this purpose. The commiee decided to try to schedulea presentaon with City Council for one of the meengs in September.c. Discussion: Bob, Policy and Safety Recommendaons update – Updates provided in spreadsheet.d. Discussion: Dana, Talking Points – i. Discussion: Donna, GIS/mapping project report – Donna met with Cathyann about the Chienden County Regional Planning Commission (CCRPC) Geographic Informaon System (GIS) Grant and how to best use these resources to help improve the City Database related to Bike and Pedestrian Maps. A list of 4 categories of useful data to aid in compleng proposed Rec path connecons and improvements was presented. Next steps include a meeng of the subcommiee formed at last SBBPC meeng (June 20) to review this informaon, discuss and plan next steps. Cathyann informed the commiee that resource availability issues have arisen which will likely delay the project. 8. Homework; Cathyann – Cathyann will advise if 14th is ok for next meeng and room availability. Dana will write a response to local moon based on approved verbiage from this meeng. Subcommiee meeng to review GIS/map project data. 9. Confirmaon: Next meeng August 14th at 5:30. Meeng ended at 8:10 pm.
