HomeMy WebLinkAboutMinutes - Bicycle & Pedestrian Committee - 08/17/2016BICYCLE AND PEDESTRIAN COMMITTEE MINUTES 8-17-2016 The Bicycle and Pedestrian Commiee held its regular monthly meeng on Wednesday, August 17th, 2016 at 5:30 pm in the small conference room at the city office building. Members Present: Cathy Frank, Vice-Chair; Jamieson Goodwin, Clerk; Bob Bri; Donna Leban; Roy Neuer Members Absent: Dana Farr, President; Amanda Holland; Jim Grossman, Richard Kenney City Representave: Holly Baker, Assistant Director of Recreaon & Parks Also Present: Meeng began at 5:35 pm. 1. Changes to Agenda – Due to absence, removal of cartography update and introducons. 2. Approval of prior minutes – Jamieson moon, Roy second. Minutes approved unanimous. 3. Comments from public – None. 4. SBBPC priories map and report – No significant updates. New map sll in progress. Discussion about use of current map or the tabulated list (for example in discussions with DPW) in the interim. Current plan is to send to Paul Conner (CC to Planning Commission), and Jusn Rabidoux. When ready, map will be passed forward as well. SBBPC then work to get on agenda for City Council. Bob Moon, Donna second. Unanimous. 5. Chamberlain Neighborhood; Airport Planning Commission report – No significant comments of report content. Roy will review again and try to match some previously found priories and items idenfied in the report. Will review with Roy’s findings next month and allow further discussion with whole commiee. 6. Updates from the city – Holly Baker a. Review of upcoming events – Bikes and bites now has music! Cathy has been in contact with LocalMoon (LM), and will work with LM and Holly to enable the city to post informaon about posng informaon/events to the LM website. b. Schedule of Paul Conner – Was unable to aend this rescheduled meeng. Need to confirm availability to aend next meeng. c. Schedule Jusn Rabidoux – Commiee requested to get Jusn scheduled to aend an upcoming meeng as well. 7. General Maers a. Discussion: Cathy; Queson: Should the SBBPC update regular meeng date – Schedule conflicts appear to be a bigger problem. Is there a day that works beer for the rest of the commiee? Look into seng calendar dates in advance instead of relying on the warning to announce our meeng. Allows for beer schedule blocking and planning capacity. To review further at next meeng. b. Discussion: Bob; - Policy and Safety Recommendaons update – Bollards are up! Discussion about reinforcing SeeClickFix.com with public. Discussion connued around other ways to garner public support for small (non-capital) projects, Holly to follow-up on providing an email for the commiee to gather that input. Bob will write an arcle for Other Paper. Cost analysis of RRFB done, $50-60k. No other significant updates. c. Discussion: Bob and Cathy; Meeng with Jusn report – Relayed with Jusn the recommended locaon of new “Fix it” staon at overlook park. Discussion about paving budget – no increase in at least the past 5 years. Some discussion about budgeng and discreonary funds. Should rec path/bike infrastructure be a line item on the budget? Easier to track and get aenon to our idenfied items. Tilley Rd sidewalk sll progressing and ancipate compleon in 2017. Jusn seeking input from commiee on placements for portable radar to beer manage traffic speeds/flow. Cathy to follow-up and provide list, including major pass-through traffic streets, Kimball Ave, Allen Rd, Hinesburg Rd, etc. d. Report: Roy; City Council meeng update – Roy relayed a very posive experience and overall good impact in discussions between the council and Jusn Rabidoux. 8.
