MINUTES 8-17-2016
The Bicycle and Pedestrian Commi ee held its regular monthly mee ng on Wednesday, August 17th, 2016 at 5:30 pm in
the small conference room at the city office building.
Members Present: Cathy Frank, Vice-Chair; Jamieson Goodwin, Clerk; Bob Bri ; Donna Leban; Roy Neuer
Members Absent: Dana Farr, President; Amanda Holland; Jim Grossman, Richard Kenney
City Representa ve: Holly Baker, Assistant Director of Recrea on & Parks
Also Present:
Mee ng began at 5:35 pm.
1. Changes to Agenda – Due to absence, removal of cartography update and introduc ons.
2. Approval of prior minutes – Jamieson mo on, Roy second. Minutes approved unanimous.
3. Comments from public – None.
4. SBBPC priori es map and report – No significant updates. New map s ll in progress. Discussion about use of
current map or the tabulated list (for example in discussions with DPW) in the interim. Current plan is to send to
Paul Conner (CC to Planning Commission), and Jus n Rabidoux. When ready, map will be passed forward as well.
SBBPC then work to get on agenda for City Council. Bob Mo on, Donna second. Unanimous.
5. Chamberlain Neighborhood; Airport Planning Commission report – No significant comments of report content.
Roy will review again and try to match some previously found priori es and items iden fied in the report. Will
review with Roy’s findings next month and allow further discussion with whole commi ee.
6. Updates from the city – Holly Baker
a. Review of upcoming events – Bikes and bites now has music! Cathy has been in contact with
LocalMo on (LM), and will work with LM and Holly to enable the city to post informa on about pos ng
informa on/events to the LM website.
b. Schedule of Paul Conner – Was unable to a end this rescheduled mee ng. Need to confirm availability
to a end next mee ng.
c. Schedule Jus n Rabidoux – Commi ee requested to get Jus n scheduled to a end an upcoming
mee ng as well.
7. General Ma ers
a. Discussion: Cathy; Ques on: Should the SBBPC update regular mee ng date – Schedule conflicts
appear to be a bigger problem. Is there a day that works be er for the rest of the commi ee? Look into
se ng calendar dates in advance instead of relying on the warning to announce our mee ng. Allows for
be er schedule blocking and planning capacity. To review further at next mee ng.
b. Discussion: Bob; - Policy and Safety Recommenda ons update – Bollards are up! Discussion about
reinforcing SeeClickFix.com with public. Discussion con nued around other ways to garner public
support for small (non-capital) projects, Holly to follow-up on providing an email for the commi ee to
gather that input. Bob will write an ar cle for Other Paper. Cost analysis of RRFB done, $50-60k. No
other significant updates.
c. Discussion: Bob and Cathy; Mee ng with Jus n report – Relayed with Jus n the recommended loca on
of new “Fix it” sta on at overlook park. Discussion about paving budget – no increase in at least the past
5 years. Some discussion about budge ng and discre onary funds. Should rec path/bike infrastructure
be a line item on the budget? Easier to track and get a en on to our iden fied items. Tilley Rd sidewalk
s ll progressing and an cipate comple on in 2017. Jus n seeking input from commi ee on placements
for portable radar to be er manage traffic speeds/flow. Cathy to follow-up and provide list, including
major pass-through traffic streets, Kimball Ave, Allen Rd, Hinesburg Rd, etc.
d. Report: Roy; City Council mee ng update – Roy relayed a very posi ve experience and overall good
impact in discussions between the council and Jus n Rabidoux.
