MINUTES 5-18-2016
The Bicycle and Pedestrian Commi ee held its regular monthly mee ng on Wednesday, May 18th, 2016 at 5:30 pm in the
Champlain conference room at the South Burlington City office building.
Members Present: Dana Farr, Chair; Cathy Frank, Vice-Chair; Amanda Holland; Bob Bri , Ac ng Clerk; Donna Leban
Members Absent: Jamieson Goodwin, Clerk; Roy Neuer

Also Present: Nancy Wright; Tim Barri ; Ilona Blanchard
Mee ng began at approximately 5:40 pm.
1. Changes to Agenda – Move item 7a to follow item 7c
2. Approval of prior minutes – Cathy mo on, Bob second. Unanimously approved.
3. Comments from public not related to Agenda –
· Nancy Wright, Pastor, Ascension Lutheran Church, on Allen Road, presented the need for a crosswalk tobe painted from the sidewalk on the north side of Allen Road a li le west of the Allenwood PillsburySenior Living Facility to the Church’s driveway on the south side of Allen road. This would be similar tothe way a crosswalk was installed on Hinesburg Road in front of St. John Vianney Catholic Church. Herrequest would be for normal crosswalk warning signs to be installed warning drivers that they wereapproaching a crosswalk. She made no request for Rectangular Rapid Flashing Beacons (RRFPs) to beinstalled at this me. Pastor Wright would also like to the sidewalk on Allen Road to extend down toShelburne Road where there is a bus stop. She explained that there has been increased use by seniors atAllenwood (5-10 each Sunday and also during the week) as well as parishioners coming from theapartments and homes that are located west on Allen Road from the Church. Pastor Wright said that kidsalso would use the crosswalk to safely access the basketball hoops located in the Church’s parking lot andshe an cipates more use of the crosswalk moving forward since the parish has build a new medita ontrail on the grounds. SBBPC will add it to the list of projects captured for the SW quadrant and will makethis need known to Jus n Rabidoux, Director of Public Works. Pastor Wright was also encouraged tospeak with City Councilors about the need. 4. Discussion with Ilona Blanchard, SB City Center Project Director:· Ilona let the commi ee know that its input into the Capital Improvement Projects Budget will be neededin the July/August me frame and should be sent to Maggie and Jus n Rabidoux (DPW Director). Thiswill be for projects for the fiscal year 2018 (that starts on July 1, 2017) and beyond. Discussion about theCCRPC planning was made and that the projects the Commi ee submits should reference a “such &such” CCRPC plan recommenda on. She stated that the scope descrip on of the each project should beabsolutely clear as to, say, the beginning loca on and ending loca on of each recrea on path and includea map of the project. Ilona also emphasized the need to “priori ze, priori ze, priori ze” the Commi eesrecommended projects. She also recommended that the Commi ee should complete the CIP budgetforms for each project itself, if possible.· Ilona next provided an update on the South Burlington City Center Collabora ve, a new, volunteer driven
organiza on helping to enhance the future of City Center through a collabora ve community effort
represen ng the interests of businesses, property owners, organiza ons, residents, ins tu ons and the
City of South Burlington. The Collabora ve’s mission is to support and promote a healthy, vibrant,
bicycle- and pedestrian-friendly center of community ac vity that offers entertainment, shopping,
services, and a gathering place for the Community. Specifically, the purposes of which this non-profit
corpora on is organized are to s mulate and support the City Center District as the downtown for South
Burlington. The organiza on, which is not a City organiza on, is holding a launch event on Saturday, June
4th, from 9 am to 11:30 am that will include presenta ons by State and local experts on tac cal urbanism,
economic vitality and community building. Anyone interested in volunteering their me to help the
advancement of the downtown district are invited to a end to help brainstorm ways to build momentum
towards making City Center an exci ng place to live, shop and invest.
5. Discussion with Tim Barri , City Councilor:
· A dialogue was held between Tim, as a new City Councilor, and the Commi ee for Tim to be er
understand the mission of the Commi ee and some of the work that the Commi ee has been doing
including the recent comple on of the Commi ee’s mee ngs with ci zens of each of the four Quadrants
in the City.
The Commi ee expressed a desire to be more integrated in the DRB Commi ee process so that it is
consulted whenever there is an opportunity to meet and make recommenda ons to developers of
Planned Unit Developments (PUD) about recrea on paths, sidewalks, crosswalks and neighborhood
connec ng trails. Tim, as a former DRB member, provided an overview of many of the projects that are
ongoing in the City at this me. There were a few recommenda ons made which would present new
op ons for further pursuit by the Commi ee:
o If the City/Commi ee is building a Rec Path, try to limit exis ng projects to be located within
the City right-of-way, or to get any easements granted within a new development at thebeginning of the process. Developers can build it on their own land.
o If necessary, get modifica on to the language in LDRs to include requirements for developers
to meet with the Commi ee to discuss and plan for crea on of new facili es even if the
connec on will not currently link to other Rec Paths; or to have developer add to
infrastructure nearby the developer’s project if not prac cal to build it on the developer’s
site.
o He also recommended compelling developers to pave the sec on of any recrea on path or
sidewalk that they are to install, even if it is only a small sec on to both make sure the work
gets done and to help prevent the accumula on of gaps in the system.
o Final recommenda on was to have a liasonwith planning and zoning so that the Commi ee
gets developers coming at/before their submission of site plan (also ask the Planning
Commission to no fy Commi ee when they get a project coming in).
Tim also thought that when the Commi ee is ready to present the recrea on path/sidewalk project list to
the City Council that the Commi ee should provide a map of where the paths/sidewalks exist now, a map
showing the gaps that the Commi ee wants to fill and then a lis ng of the priori es and the es mated
cost of each using the “standard cost” resources provided by Jus n.
6. Updates from the City: Maggie Leugers – [Donna le the mee ng at 6:30 to chair the Wheeler Park mee ng.]
· Maggie or Holly agreed to request copies of the scoping studies for the four projects that Jus n
presented to the Planning Commission on May 10th along with any other scoping studies that have beendone for which the project has not been implemented and send them to Commi ee members for review.· Maggie announced that she now meets monthly with Jus n for them to coordinate the work related to
the SBBPC and other commi ees/inter-department projects.
· Maggie announced that she will be working on the City’s Open Space Plan for the next six months or so
and will be unable to a end Commi ee’s mee ngs during this me. Holly will a end the mee ngs in her
place.
7. General Ma ers – tabled un l the next mee ng due to two addi onal Commi ee members needing to a end
the Wheeler Park mee ng. Members discussed that ge ng the “Priori es” report(s) done by the June mee ng
was the Commi ee’s priority and that it was important for the Commi ee to stay focused on a few items so that
progress is made.
