HomeMy WebLinkAboutMinutes - Bicycle & Pedestrian Committee - 05/18/2016 APPROVED BICYCLE AND PEDESTRIAN COMMITTEE MINUTES 5-18-2016 The Bicycle and Pedestrian Commiee held its regular monthly meeng on Wednesday, May 18th, 2016 at 5:30 pm in the Champlain conference room at the South Burlington City office building. Members Present: Dana Farr, Chair; Cathy Frank, Vice-Chair; Amanda Holland; Bob Bri, Acng Clerk; Donna Leban Members Absent: Jamieson Goodwin, Clerk; Roy Neuer City Representaves: Maggie Leugers, Director of Recreaon & Parks; Holly Baker, Assistant Director of Recreaon & Parks, Also Present: Nancy Wright; Tim Barri; Ilona Blanchard Meeng began at approximately 5:40 pm. 1. Changes to Agenda – Move item 7a to follow item 7c 2. Approval of prior minutes – Cathy moon, Bob second. Unanimously approved. 3. Comments from public not related to Agenda – · Nancy Wright, Pastor, Ascension Lutheran Church, on Allen Road, presented the need for a crosswalk tobe painted from the sidewalk on the north side of Allen Road a lile west of the Allenwood PillsburySenior Living Facility to the Church’s driveway on the south side of Allen road. This would be similar tothe way a crosswalk was installed on Hinesburg Road in front of St. John Vianney Catholic Church. Herrequest would be for normal crosswalk warning signs to be installed warning drivers that they wereapproaching a crosswalk. She made no request for Rectangular Rapid Flashing Beacons (RRFPs) to beinstalled at this me. Pastor Wright would also like to the sidewalk on Allen Road to extend down toShelburne Road where there is a bus stop. She explained that there has been increased use by seniors atAllenwood (5-10 each Sunday and also during the week) as well as parishioners coming from theapartments and homes that are located west on Allen Road from the Church. Pastor Wright said that kidsalso would use the crosswalk to safely access the basketball hoops located in the Church’s parking lot andshe ancipates more use of the crosswalk moving forward since the parish has build a new meditaontrail on the grounds. SBBPC will add it to the list of projects captured for the SW quadrant and will makethis need known to Jusn Rabidoux, Director of Public Works. Pastor Wright was also encouraged tospeak with City Councilors about the need. 4. Discussion with Ilona Blanchard, SB City Center Project Director:· Ilona let the commiee know that its input into the Capital Improvement Projects Budget will be neededin the July/August me frame and should be sent to Maggie and Jusn Rabidoux (DPW Director). Thiswill be for projects for the fiscal year 2018 (that starts on July 1, 2017) and beyond. Discussion about theCCRPC planning was made and that the projects the Commiee submits should reference a “such &such” CCRPC plan recommendaon. She stated that the scope descripon of the each project should beabsolutely clear as to, say, the beginning locaon and ending locaon of each recreaon path and includea map of the project. Ilona also emphasized the need to “priorize, priorize, priorize” the Commieesrecommended projects. She also recommended that the Commiee should complete the CIP budgetforms for each project itself, if possible.· Ilona next provided an update on the South Burlington City Center Collaborave, a new, volunteer driven organizaon helping to enhance the future of City Center through a collaborave community effort represenng the interests of businesses, property owners, organizaons, residents, instuons and the City of South Burlington. The Collaborave’s mission is to support and promote a healthy, vibrant, bicycle- and pedestrian-friendly center of community acvity that offers entertainment, shopping, services, and a gathering place for the Community. Specifically, the purposes of which this non-profit corporaon is organized are to smulate and support the City Center District as the downtown for South Burlington. The organizaon, which is not a City organizaon, is holding a launch event on Saturday, June 4th, from 9 am to 11:30 am that will include presentaons by State and local experts on taccal urbanism, economic vitality and community building. Anyone interested in volunteering their me to help the advancement of the downtown district are invited to aend to help brainstorm ways to build momentum towards making City Center an excing place to live, shop and invest. 5. Discussion with Tim Barri, City Councilor: · A dialogue was held between Tim, as a new City Councilor, and the Commiee for Tim to beer understand the mission of the Commiee and some of the work that the Commiee has been doing including the recent compleon of the Commiee’s meengs with cizens of each of the four Quadrants in the City. The Commiee expressed a desire to be more integrated in the DRB Commiee process so that it is consulted whenever there is an opportunity to meet and make recommendaons to developers of Planned Unit Developments (PUD) about recreaon paths, sidewalks, crosswalks and neighborhood connecng trails. Tim, as a former DRB member, provided an overview of many of the projects that are ongoing in the City at this me. There were a few recommendaons made which would present new opons for further pursuit by the Commiee: o If the City/Commiee is building a Rec Path, try to limit exisng projects to be located within the City right-of-way, or to get any easements granted within a new development at thebeginning of the process. Developers can build it on their own land. o If necessary, get modificaon to the language in LDRs to include requirements for developers to meet with the Commiee to discuss and plan for creaon of new facilies even if the connecon will not currently link to other Rec Paths; or to have developer add to infrastructure nearby the developer’s project if not praccal to build it on the developer’s site. o He also recommended compelling developers to pave the secon of any recreaon path or sidewalk that they are to install, even if it is only a small secon to both make sure the work gets done and to help prevent the accumulaon of gaps in the system. o Final recommendaon was to have a liasonwith planning and zoning so that the Commiee gets developers coming at/before their submission of site plan (also ask the Planning Commission to nofy Commiee when they get a project coming in). Tim also thought that when the Commiee is ready to present the recreaon path/sidewalk project list to the City Council that the Commiee should provide a map of where the paths/sidewalks exist now, a map showing the gaps that the Commiee wants to fill and then a lisng of the priories and the esmated cost of each using the “standard cost” resources provided by Jusn. 6. Updates from the City: Maggie Leugers – [Donna le the meeng at 6:30 to chair the Wheeler Park meeng.] · Maggie or Holly agreed to request copies of the scoping studies for the four projects that Jusn presented to the Planning Commission on May 10th along with any other scoping studies that have beendone for which the project has not been implemented and send them to Commiee members for review.· Maggie announced that she now meets monthly with Jusn for them to coordinate the work related to the SBBPC and other commiees/inter-department projects. · Maggie announced that she will be working on the City’s Open Space Plan for the next six months or so and will be unable to aend Commiee’s meengs during this me. Holly will aend the meengs in her place. 7. General Maers – tabled unl the next meeng due to two addional Commiee members needing to aend the Wheeler Park meeng. Members discussed that geng the “Priories” report(s) done by the June meeng was the Commiee’s priority and that it was important for the Commiee to stay focused on a few items so that progress is made. 8.
