MINUTES 4-20-2016

The Bicycle and Pedestrian Commi ee held its regular monthly mee ng on Wednesday, April 20th, 2016 at 5:30 pm in the
small conference room at the South Burlington City office building.
Members Present: Dana Farr, Chair; Cathy Frank, Vice-Chair; Jamieson Goodwin, Clerk; Amanda Holland; Bob Bri , Roy
Neuer; Donna Leban
Members Absent:
City Representa ve: Maggie Leugers, Director of Recrea on & Parks
Also Present: Jack C. Keapnan
Mee ng began at 5:40 pm.
1. Changes to Agenda – Addi on of topic 7e and 7f to General Discussion
2. Approval of prior minutes – Bob mo on, Jamieson second. None opposed.
3. Comments from public not related to Agenda –
· Jack C. Keapnan – Came to discuss various topics, but primary point of interest wasconstruc on/development and heavy equipment traffic in the area near Lime Kiln Rd, Airport Parkwayand Shamrock Rd/Ethan Allen Dr. His greatest concern is with regard to pedestrian traffic going to or fromPizza Pu ; and an increase in vehicular crashes as a result of the increased traffic and poor lane marking. Can anything be done? For example lane stripe repain ng? Roy to bring up at next mee ng with Jus nRabidoux (Director of Public Works). Recommenda on to Jack to follow-up using SeeClickFix.com as well.4. Discussion: Planning Commission Ques onnaire – Donna to write first dra response to ques ons fromPlanning Commission. Donna will then seek independent feedback and a end the joint commi ee mee ngs withPC.· Q1 3 Recent/on-going projects - Commi ee Goals/Accomplishments/Lessons Learned? Quadrantreview and priori za on for bike, recrea on, sidewalk and crossing issues, Crosswalk and RectangularRapid Flashing Beacons (RRFB) awareness (public outreach, discussion onimprovements/implementa ons). Commi ee process and outreach improvements.· Q2 Familiar with PC? Par cipa on in CIP feedback process? Did provide feedback on Comprehensive
Plan. Interconnec vity, and big picture/long term planning for non-motorized infrastructure. We felt that
there is a lack of focus on such subjects, and our desire to close exis ng gaps in the infrastructure.
· Q3 Any proposed/dra ed/pending policy recommenda ons to help achieve commi ee goals? Yes.
Increased outreach to city organiza ons (DPW, R&P, etc.) to direct efforts, consulta on with DRB/PC/etc.
to change/enhance LDR/Form Based Code.
· Q4 Willing to assist PC in se ng/advising on priori es– Yes! A ach compiled list of commi eepriori es. 5. Discussion: Commi ee Project Priori es – Review of compiled list based on public and commi ee feedback. Established a priority status (High, Medium, or Low) for each project based on commi ee feedback anddiscussions. Amanda and Cathy to reconcile the feedback list and create map which would highlight thesepriori es. Key to develop a single list iden fying issues, not feasibility/cost priori es. Dana will write anintroductory descrip on of the project process. The commi ee noted a correla on with major traffic arteries andiden fied priori es:· Spear Street, mul ple projects. · Shelburne Rd, mul ple projects.
· Allen Rd Path/sidewalk comple on.
· Dorset St, mul ple projects.· Williston Rd, mul ple projects.· Hinesburg Rd, mul ple projects.

· Kimball Ave, mul ple projects.6. Updates from the City: Maggie Leugers –
· Planning Commission wishes B&P to a end a joint mee ng on May 10 at 7pm or a er. Confusion over a
mee ng listed for 4/26. Maggie to follow-up and clarify.
· Ilona Blanchard wishes to a end our May mee ng to update and review the proposed project for abridge connec on over I-89 to connect to Dorset St. · Dog Park – located near airport will be moving soon to be relocated a bit further from the airport.
Current loca on has many problems and u liza on is low.
· R&P has a new employee – Travis Ladd, special projects coordinator. Welcome!
· Green Up Day – Signup available through R&P.
7. General Ma ers
· Discussion: Bob - Policy and Safety Recommenda ons update – No significant updates.· Talking points: Dana
i. Invite Councilman Tim Barri to May mee ng? Donna to reach out and extend an
invita on. Likely topics of discussion include commi ee interface with DRB and other
commi ees.
ii. Regional Bike/Pedestrian plan is ready for comment, SBBPC feedback? No updates at this
me.
· Discussion: Cathy - 2016 VT Walk/Bike Summit – “Very cool.” There were a number of worthwhile
workshops – effec ve methods for opinion polling; A review of Portland OR – “Greenway Network” which
covered methods to mapping quiet neighborhood interconnects without compe ng traffic, or methods to
slow vehicular traffic where space is shared. Bike Safety – review of local rules/regula ons.
· Discussion: Amanda - 2016 VT Walk/Bike Summit – Advocacy in educa on. “Tac cal urbanism”, ways to
u lize exis ng space/short term take over for public educa on/tes ng – noted some recent examples in
Burlington area.
· Brief overview: DRB Mee ng 4/19 items of interest - Brief overview of proposed FedEx facility onCommunity Dr., and men oned poten al visit from developer to discuss path connec vity and poten alimpact to private walking path to the “Whale Tails.” Current itera on of plans s ll available through DRBAgenda.· Discussion: Donna; Wheeler Park update – Donna noted mul ple commi ees and their direct
involvement, very important mee ngs coming. Overall discussion is about what should be
protected/conserved. Example of needed input – use of paths for mountain biking. Dog accessibility,
control and cleanup concerns. Ques on from Jack – Can a dog park be built in the vicinity? Certainly
op ons should be explored, but not necessarily in area surrounding Wheeler Park. Red Rocks,
Underwood? That ques on is best directed to R&P.
