HomeMy WebLinkAboutMinutes - Bicycle & Pedestrian Committee - 02/11/2015 BICYCLE AND PEDESTRIAN COMMITTEE MINUTES 2-11-2015 The Bicycle and Pedestrian Committee held its regular monthly meeting on Wednesday, February 11, 2015 at 5:30 pm in the small conference room at the city office building. Members Present: Matthew Boulanger, Chair; Dana Farr; Cathy Frank, Clerk; Donna Leban, Roy Neuer Members Absent: None City Representative: Betsy Terry, Acting Director of South Burlington Recreation & Parks Also Present: Larry Michaels, Andrew Gill, O’Brien Brothers Reality, Thomas Chittenden Meeting began at 5:34 pm. 1. Presentation by OBrien on Phase One of OBrien Farm Development – do they need sidewalks on their Hinesburg one-way loop of 15 houses. The committee was in favor of some sort of pedestrian space along the 20 ft. wide loop road but was will to consisted a creative way of delineating such a space. Other areas of the development were discussed as to sidewalks and pedestrian access. It was suggested that the road (New City Road B) coming up the hill from Kennedy Drive to New City Road A have a 10 ft. multi use path on one side. 2. Changes or additions to the agenda - none 3. Presentation by Ilona Blanchard on Garden Street. Ilona presented the three options that were discussed by the public meeting, A, B, and C. All included a multi-use path on one side of the street and separated from road by a green space. Dumont Park A, B, and C: The public was asked what the scope of park should be and what should be incorporated in it. A north south multi-use path connection from Barrett St to Garden Street was considered essential This would connect to the separated east-west pedestrian and bicycle path at Garden Street. There would be walking trails throughout the park. Roy commented that Bike-Ped Committee was not being included in City Project discussions other than being invited to public meetings. Ilona assured the committee that our committee would be having more input as time goes on. Bike-Ped Committee’s Connection to activities of other committees: Leisure Arts has assigned one person to read the minutes for specific other committees. We could do this. Email with links to materials for upcoming DRB and Planning Board meetings will be sent to all Bike-Ped members. Dumont and Garden St plans are going to council mid March. Ilona made a list of our concerns and will take our views back to the Council. Dana made a motion that the Bike-Ped Committee support that slate of following list of options. Roy second, unanimous vote. Ilona will take them to Project consultants. · Garden street: It is important to have bike facility separated and in the right of way ( option 4 A and B) group voted for Garden Street Alternative B · Dumont Park – A north-south multi cycle paved path important, and the proposed boardwalk is very attractive, · A direct route to Garden Street is essential. Also a Market Street access would be desirable to the new neighborhoods to the east. 4. Comments from the public not related to the agenda: None 5. Accept & approve Minutes of January 14, 2015 meeting Donna: Moved to approve the minutes as amended Roy: Second Vote: Unanimous 6. General matters: Roy suggested Matt’s letter to council be redraft and condensed with key issues. Everyone is to comment on Matt’s draft letter to City Council. 7. Betsy Terry announced that a she would be leaving her position as Acting Director of South Burlington Recreation & Parks before our next meeting as the city was in the process of hiring a permanent director. The Committee expressed our appreciation of the excellent job she and done and wished her well. We will miss her! 8.
