HomeMy WebLinkAboutMinutes - Bicycle & Pedestrian Committee - 10/08/2014BICYCLE AND PEDESTRIAN COMMITTEE MINUTES 10-8-2014 The Bicycle and Pedestrian Committee held its regular monthly meeting on Wednesday, October 8, 2014 at 5:30 pm in the small conference room at the city office building. Members Present: Matthew Boulanger, Chair; Cathy Frank, Clerk; Dana Farr; Donna Leban; Roy Neuer Members Absent: none City Representative: Todd Goodwin, Director of Recreation & Parks Also Present: John and Kristen Calcagin Meeting began at 5:37 pm. 1. Changes or additions to the agenda: Energy Committee Update added 2. Comments from the public not related to the agenda - none 1. Accept & approve Minutes of September 10, 2014 meeting Matt: Moved to approve the minutes Dana: Second Vote: Unanimous 2. Bike/Pedestrian Facilities Survey - John and Kristen Calcagin presented the results of the Bike/Pedestrian Facilities survey they conducted for people who bike and walk, or would like to be able to bike and walk along Dorset Street between Old Cross Rd. and Dorset Farms. From a survey on Front Page Forum, flyers posted on the bike path, and distributed to schools and homes and direct interviews with neighbors they received responses from 309 households. The survey showed strong support for extending the bike path. Additionally they contacted most of the people who own property along the route and a significant number were willing to consider giving an easement to the city for the path. Discussion on how to go forward followed. The complete results can be found on the City’s website at __________. As next steps the committee suggested to John and Kristen that the area including Dorset Street and others which ranked high on the survey be scoped, that an article be written in The Other Paper to report the results of the survey, that they investigate the cost of accepting an easements as oppose to buying land, and look at potential sources of money, i.e. grants, Regional Planning Commission. Todd with pass survey onto Justin and Paul. 3. Development Review: Todd reported that the Spear Meadow Development was starting over with a new developer and the project will come back to this committee for comment at some time in the future. 4. General Matters – a. Follow up on Carolyn Long’s Spear Street property – In light of the potential willingness of the developer of South Village to extend the bike/pedestrian path through South Village northward paralleling or running further east of Spear Street, Cathy followed up with information regarding the best way to contact Mrs. Long and her daughter to explore their interest in providing an easement to the city to extend the path from South Village’s north boundary through her property to South Pointe’s south border and was authorize by the committee to initiate a meeting with Mrs. Long and her daughter. b. Appointments to the Bike/Pedestrian Committee – the committee expressed concern that it has 4 vacancies and inquired whether the City Council would be making mid year appointments to committees. We reiterated our desire for the City Council to consider appointing some people to the committee who have transportation and public works background. Matt will follow up with a letter to the City Council. 5. Activities of the energy Committee – Sam Swanson from the South Burlington Energy Committee presented information about the Georgetown Energy Prize Competition that South Burlington, as one of three Vermont towns, has been chosen to compete in. The competition involves a two-year period for the competing towns to document electricity and natural gas use reduction. The prize is $6 million dollars. Sam asked the committee’s help in spreading the word and getting individuals and neighborhoods involved. 6. Next meeting – Nov. 12, 2014, 5:30pm 7.
