Members present: Sandy Dooley, Gretchen Calcagni, Eric Farrell, Larry Michaels, Ken Schatz
Jim Knapp, and John Simson.
Members absent: Also present: Cathyann LaRose, City Planner
The meeting was opened at 5:00 pm.
Staff updated the Subcommittee on the upcoming community visioning week. Staff discussed
the Planning Commission meeting for later that evening which was to include a draft of the
Comprehensive Plan recommendations from the Affordable Housing report. Members
emphasized the importance of the numbers (affordable housing goals) relating to Strategy 6.
Motion: Ken moves: “Committee support affordability goals for the City for continued
development of housing affordable for families whose incomes meet 50-120% of the area
median income (AMI). With respect to the regulatory requirements, we recommend that we
have a target of development within the range of 80-120% of area median income. We also
intend to recommend vehicles for the city to support the development of housing affordable for
households at the 50-80% of median income through means such as density bonuses and the
development of a housing trust fund.”
Eric recommends friendly amendment: ““Committee support affordability goals for the City for
continued development of housing affordable for families whose incomes meet 50-120% of the
area median income (AMI). With respect to the regulatory requirements, we recommend that
we have mechanisms that support the requirement of development within the range of 80-
120% of area median income. We also intend to recommend more robust mechanisms for the
city to support the development of housing affordable for households at the 50-80% of area
median income through means such as density bonuses and the development of a housing trust
fund.” Sandy Second. Motion passes unanimously to the Planning Commission for consideration.
