Meeting Minutes

Members present: Sandy Dooley, Gretchen Calcagni, Eric Farrell, Larry Michaels, Ken Schatz
Jim Knapp (arrived after start), and John Simson.
Members absent: Also present: Cathyann LaRose, City Planner
• The meeting was opened at 5:00 pm.
• Staff updated the Subcommittee on the upcoming community visioning week and provided an
overview of the work that other committees were involved in. Staff agreed to send the Form
Based Codes Committee’s draft “messy map” to the AHSC for review.
• The Committee discussed the target income levels for affordable housing. Members agreed that
the 65% goal was difficult to achieve through zoning methods and thought that level be best left
to the non-profit groups, while using regulatory tools to target 80%.
• Members worked to compile questions for Paul Dreher, Dreher Designs, and consultant to the
City for the Form Based Codes work. Members discussed possible regulatory approaches based
on transect or geography.
