HomeMy WebLinkAboutMinutes - Bicycle & Pedestrian Committee - 07/11/2018BICYCLE AND PEDESTRIAN COMMITTEE MINUTES 07-11-2018 The Bicycle and Pedestrian Committee held its regular monthly meeting on Wednesday, July 11, 2018 at 5:30 pm in the small conference room at the city office building. Members Present: Cathy Frank, Vice-Chair; Jamieson Goodwin, Clerk; Shawn Goddard; Amanda Holland; Members Absent: Jim Grossman; Donna Leban; Dana Farr; Bob Britt City Representative: Cathyann LaRose, City Planner Also Present: Meeting began at 5:35 pm. 1. Welcome and emergency procedure review. 2. Changes to the Agenda 3. Comments from public not related to Agenda – None 4. Approval of June minutes – Shawn motions, Cathy seconds, unanimous. 5. Updates from the City: Cathyann LaRose – Staff are pursuing additional grant funding for i89 Walkway. City would like additional support from the committee in recognition of this effort. Ilona is drafting a letter that she would like the committee to approve and endorse. Cathy motions to have Chair or Vice-Chair approve on behalf of the committee. Unanimous approval. Discussion continued, the newest SoBu Life magazine has lots of great B&P related content. Roy Neuer has officially handed in resignation of his seat on the committee. Planning Commission will be reviewing and adopting an updated official South Burlington city map. PC would like input on updated priority lists to be included in the o. PC is also reviewing the UVM parcel re- zoning request located near intersection of Spear St and Swift St. The PC will likely be seeking input from various committees on things that could be done if such a request was approved, keep an eye on future agendas for this information. 6. Action: Request from SB Energy Committee wants to add an item to identified priority list; Dana (via Talking points)– Request to extend sidewalk further south along 116 to Rye Circle to connect the gap up through the Butler Drive neighborhood for off-Hinesburg Rd. bicycle & pedestrian use and to create a crosswalk for Tilley Dr. Cathyann noted that the property owners are coming in for new building site plan review and are likely going to be reviewing traffic considerations which may include items like this. 7. Discussion: Recognition and expression of appreciation for Roy Neueur and his work with SBBPC; Dana – In light of his resignation after extensive and dedicated service on the South Burlington Bicycle and Pedestrian Committee, the Committee would like to recognize Roy for his efforts and present a plaque honoring that service. Further details to be determined and relayed as needed. 8. Community Support Initiatives (P4P) – Status Reports – Brochures are printed and ready to be distributed. Items prepared for public table events. Some public feedback received from the last event was specific to special funding for B&P infrastructure is counterproductive to what is being pursued, namely positive funding for improving of this infrastructure item. Committee discussed and consensus was that current funding levels are unsustainable. Budget requirements don’t allow for the desired growth or closure of identified gaps. However, that may change in the next ten years at which point this funding would then be sunset. Some info in FAQ also covers similar information. Will make sure to have at events moving forward. 9. General Matters a. Report: Bob & Shawn, Meeting with DPW’s Justin Rabidoux – To be reviewed at next meeting. b. Discussion: Bob, Policy and Safety Recommendations update – No updates at this time. c. Discussion: Dana, Talking Points - No updates at this time. 10. The Bike Rack/Homework Report Out: Cathyann – No updates at this time. 11. Confirmation: Next meeting August 8th at 5:30.
