SOUTH BURLINGTON PLANNING COMMISSION MEETING
December 12, 2023
The South Burlington Planning Commission held a regular meeting on Tuesday, 12 December
2023, at 7:00 p.m., in the Auditorium, City Hall, 180 Market Street, and via Zoom.
MEMBERS PRESENT: J. Louisos, Chair; M. Mittag, D. MacDonald, P. Engels, D. Leban, L.
Smith, F. McDonald
ALSO PRESENT: P. Conner, Director of Planning and Zoning; K. Peterson, Senior City Planner;
H. Riehle, V. Bolduc, S. Dopp, R. Doyle
1. Instructions on exiting the building in case of an emergency:
Ms. Louisos provided instructions on emergency exit from the building.
2. Agenda: Additions, deletions or changes in order of agenda items:
No changes were made to the agenda.
3. Open to the public for items not related to the Agenda:
No issues were raised.
4. Planning Commissioner announcements and staff report
5. City Plan 2024: Review and Possible Update to Planning Commission Report
The Planning Commission discussed changes to the Planning Commission Report for
the City Plan 2024 as required by the changes made by City Council to the City Plan.
Commissioners discussed changes made by the City Council after the City Council’s first
public hearing.
6. Discussion of LDR updates required by S.100/Act 47/HOME Act of 2023 – Part II
The Planning Commission discussed the potential paths forward for changes to the
LDRs required to comply with the new state statute S.100/Act 47/Home Act of 2023.
This discussion included an initial discussion of consolidating districts and eliminating
density requirements and using minimum lot size and other development restrictions
and requirements to control and direct development.

7. Initial review of FY ’23 CCRPC Unified Planning Work Program requests
The Planning Commission generally discussed the initial proposal of projects to be
proposed to the CCRPC for funding and assistance through their UPWP program.
Further discussion will continue in January.
8. Minutes: November 28, 2023
Mr. Mittag moved to approve the Minutes of 24 October 2023. Mr. Duncan MacDonald
seconded. Motion passed unanimously.

As there was no further business to come before the Commission, the meeting was
adjourned by common consent at 9:27 p.m.
