Welcome, Emergency Exit and Virtual Meeting Instructions, Gratitude –Havaleh (5:30 PM) a. Introductions for new members Ken and Mark. 2. Changes or additions to the agenda – Havaleh (5:35 PM) 3. Comments from the public not related to the agenda – Havaleh (5:40 PM) 4. Consideration of minutes from August 09, 2023 – Havaleh (5:45 PM) a. Motion by Bob to accept minutes b. Seconded by Donna c. All in favor 5. City Updates and DRB Plan Reviews – Erica (6:15 PM) a. Updates in agenda packet. Erica read through b. Bob highlighted need for Fairway Drive tree root repair in addition to the two repaving projects the DPW was planning in FY24 including the Spear to East Terrace. and Butler Farms to Golf Course Road. Bob also asked about ponding issues on some of the rec paths. Bob was also hoping that Butler Farm path’s culverts/ swales for water runoff may be fixed, especially where the path takes the big curve as it ices up every winter. Erica indicated that this would happen if any cost was small. c. Ryan asked if there was potential for changes to geometry of the Butler Farms to Golf Course Road path as part of the repaving to make the big curve at the bottom of the hill safer. Erica said no because of the private property and timeline issues. d. Bob asked if there was potential for extra rec path and sidewalk repairs from the extra $200K that was allocated from FY23 budget surplus? He noted that Councilor Chalnick had recommended allocating $10K for paths and $20K for sidewalk repairs out of the $200K. Erica noted the big chunk of that would go to Dorset St Phase 4 and if there is any left it could go to bike/ped facilities. e. Nic asked about attending City Council to advocate for ARPA funding. f. Bob asked when we could look at draft Transportation Impact Fee ordinance. Erica noted probably November. Bob noted the previous version of the Impact Fee calculations was biased towards vehicles previously. g. Doug asked if the public Master Plan requests could be shared with the committee. Erica can send to committee members and ultimately the plan is to have all requests posted to the website so that others can see what requests have been made. 2 h. Bob asked about the timing of the Jaycee Park crosswalk and Erica said that the RRFBs have yet to be delivered. i. Plan Reviews – Two projects at DRB now. Larkin Terrace Master Plan and Farrell Estate Subdivision. j. Amanda commented on the need for more public space in the Fayette area for families and people who live here. Also mentioned with regard to Allenwood property that there could be a public beach benefit if there was a chance to access the lake from Holmes Road. This property has been under discussion for a long time. Official Map indicates a significant area of public space on the waterfront in this area. And then how we get residents to and from these locations. k. Doug noted what is happening on larger parcels over time. l. Donna noted the need to get places for people off Shelburne Road. m. Doug noted City had been offered the Farrell property at one point. n. Discussion on rail crossing challenges. Very difficult to get new crossing points. o. Doug commented on Hannaford parking lot. p. Amanda noted Fayette scoping study. There was a walking trail at end of Fayette through to Hannaford. Fayette Road extension. q. Erica summarized public access desired to be accessed by path network? r. Doug noted there is not much potential for parkland. Wetland. Questioned the space between lots. s. Erica noted that this is where we could comment on lot lines. t. Amanda – We are providing feedback that could you subdivide this property to meet intent of City park vision and provide public park access u. Ryan commented that the wetter side is on the east of the tracks. Could be better to provide path from Queen City Park into the space from. Lots of topographical issues and bad land. Central Ave not good for access. v. Erica showed wetland areas on plan. w. Nic would like to focus on using Inn Road and Holmes Road for bike ped access and leave the beach and park to public comments at the DRB. x. Amanda asked if it’s a safe design on Fayette Ave y. Ryan commented that Slip Road would be dangerous. Also, sidewalks that connect to curbs need space. Need more design there. z. Nic would like to see 90degree connection at Slip and sidewalk to be combined. aa. Doug noted turning traffic at Fayette off Shelburne Road is dangerous. bb. Amanda has people who don’t walk to school from Old Orchard because its still too dangerous. Fayette becomes speed through. Not creating spaces for people. Just housing. cc. Nic would like to see continuous green line all the way to Shelburne Road to feel like a continuous facility all the way along the Fayette Drive Corridor. dd. Ken asked about connection to Red Rocks Park and Central Ave. ee. Havaleh – This would be a very long way out. ff. Amanda asked about connection to Bartlett Bay and Holmes. 3 gg. Nic would like to see Holmes Ave within PUD have bike path facility so that it can connect further east across the tracks and possibly connect with future paths on that side of the tracks. Essentially connect Bartlett Bay path to Holmes path also. 6. South Burlington Energy Festival Final Plans (6:45PM) a. Havaleh detailed plan. Erica also indicated items they would bring. Bob asked about lists of recently completed projects. Erica put those on the maps. b. Bob asked about Bike Ped Committee sign. c. Susan has prizes from Local Motion to drop off to Erica. Lots of discussion about how to give out raffle prizes. d. Erica noted Bird would be there. 7. Walk/Bike Master Plan Discussion (7:00 PM) a. Skipping and talking about in October 8. Discuss Goals/Barriers/Tasks for FY2024 (7:15PM) a. A lot of the items on the list are not task related. Could pull out tasks and make sure work-groups are focused on them. b. Signs still a distinct task. Nic to continue the work-group work and include others if needed. Amanda gave Joy Drive example of a sign that works. Bob noted the need to include regulatory signs such as “Bikes May Use Full Lane” c. Havaleh detailed community outreach and support. d. Amanda noted a Safe Routes to School need. Nic and Amanda meeting with RMCS a lot. There is an existing work-group that should keep going e. Havaleh – Have DRB liaison. Mark may be able to attend that and keep an eye on it. f. Bob asked if there is still a need for the striping and maintenance lists. g. Erica noted path maintenance document is very helpful. Brush clearing maybe not as necessary. Craig tries to circulate the city as much as he can. Striping tracking is needed. Not so much on the crosswalks as they seem to understand the priority crosswalks. h. Amanda asked about vegetation over paths and sidewalks from private properties. i. Erica – If it’s small it’s not an issue. If it’s bigger we will connect with the property owner to collaborate. j. Amanda – Should continue to find ways to do outreach. Erica noted that the Walk Bike Master Plan will have a lot of this outreach potential. Will share scope in October. Nick Atherton is doing a lot of the public outreach plan and may come to the meeting. k. Havaleh – Can talk about mapping next time. l. Erica – Bike ped master plan group would like to have a couple of committee members who are more dialed in as part of the Advisory Group. Bob volunteered and also suggested that Ryan Doyle be included due to his technical knowledge of multi-modal best practices. m. Donna asked about how much engagement the consultant would have. n. Erica noted would have more engagement with the bike ped leaders in this project than the Climate Action plan. o. Donna asked if consultants have reviewed the Burlington plan. 4 p. Erica – Yes. And they are doing the Winooski plan right now. Public outreach would be the site-specific important part of the work. Will get a copy of the Burlington plan to show to people at the Energy Committee. q. Doug noted a QR code to a digital version of a number of plans could be good. r. Havaleh encouraged Ken to think about being on a work-group at some point. s. Discussion about cleaning up the Google Drive and sharing with Ken and Mark. t. Bob asked about CIP schedule. Erica sent out last week to departments and is working on it currently and will share it soon. She has a Penny for Paths forecasting spreadsheet and detailed Penny for Paths disbursements by project. 9. Updates Ongoing Committee/Liaison Work 10. Emergency Cancellation Procedure a.
