Welcome, Emergency Exit and Virtual Meeting Instructions, Gratitude - Havaleh 2. Changes or additions to the agenda – Havaleh a. Bob introduced “DriveLessBikeMore.org” initiative with League of American Bicyclists 3. Comments from the public not related to the agenda – Havaleh a. Steve Marriott on behalf of Loretta. Appreciation and gratitude for Erica and for the Bike Ped Committee. 4. Consideration of minutes from June 16, 2023– Havaleh a. Add 8.V. – Bob left meeting. b. Bob asked Ryan if the survey yet c. Donna moved to accept with addition d. Dana and Doug were not in attendance but approve the passing of the minutes e. Seconded by Bob f. All in favor. Passed 5. Election of Committee Officers a. Chair – No takers. b. Vice Chair – No takers c. Clerk – No takers d. Havaleh - Motion to reelect existing officers to same positions. e. Seconded by Donna f. Vote: All in favor g. Motion passed. 6. SB Bikes Out Final Plans a. Based on weather it is not looking good. Call would be made between 11-1. b. Susan – Would make a separate decision on E-bike demonstration c. Bob will contact everyone as soon as he knows d. Contacted by Chris Shackett at RMCS to work on Safe Routes to School. Happy to have others join. e. Nic would like to join. Amanda is interested in the past. Ryan is interested. 7. City Updates- Erica a. Energy Committee holding South Burlington Energy Festival. September 30th. City Hall. Saturday 10-2pm. Contact MJ Reale by Aug 14th if interested in participating. 2 b. Erica read updates c. Hubbard - Bob asked about bike racks at Hubbard and bridge section needed. Erica noted path would connect to Upswept sidewalk so no gap there. d. Donna asked about culvert that sticks up beside Dorset Park. Erica said it would be fully replaced by making it lower. Culvert not in good shape. Will be replaced this summer. Comes out of stormwater funds because of culvert. e. Spear St - Bob commented on Swift and Spear intersection and people driving over the lines. Erica noted that it would get bike lane stencils and signs once striping completed. f. Continued reading updates g. Williston Rd Crosswalks - Construction has started. Steve asked about design. Erica noted that 3 of 4 corners would be tightened up at the western end. Only doing two of three. Will assess Elsom Parkway and possibly do at a later date. Bob noted that the Elsom one was why we started talking about crosswalks was because of Gazebo employees. Havaleh also noted Elsom would have helped serve the potential Neighborhood Greenway concept. Erica noted that they will have speed readers out to see if speeds slow due to crosswalks in. Just bought tube counter systems. h. Dorset St – Delayed by ROW process. Cleared today to go into property negotiations i. Spear St – Moving along faster. Designing path. Detailed plan. Crosswalk would be at Songbird and be on West side until Forest Service. j. Ryan asked about corner at Swift and impact on property owners. k. Bob asked about definition of 60% plans l. Erica detailed VTRANS plan stages. m. Bob asked about cost n. Erica not close enough yet to know what they would be based on design. Falls within Rec Impact Fee language and may fall into Impact Fees. Have the money in Penny for Paths if we need to use it. o. Bike Ped Master Plan – Had project scope kickoff. VHB is consultant. Will kick off in September. SBBPC would be part of advisory committee. Havaleh suggested tabling at Energy Festival. May not be ready then. p. Crosswalks – Songbird would come first or at same time as Spear St. Bob asked if we could apply for small grant on. Erica could possibly do as part of State small grants. Bigger cashflow impact on FY25 CIP if Spear and Dorset paths line up at same time. q. Bob asked about Hinesburg Road grant application. Erica thinks State is bogged down with flood management. Normally announce in August. r. Bob asked about centerline crosswalk signs. s. Doug asked about bike crash yesterday on Queen City Park Rd. t. Erica – Doesn’t know, haven’t heard yet. Was one a while ago on Williston Rd in front of Pour House. Doug noted crosswalks were painted. 8. Priorities for Path Maintenance a. Loretta asked about maintenance of Lou’s Crossing bridge. Erica had a crew out there to assess. Will be replacing a few decking boards but is structurally sound. b. Big spreadsheet in packet. 3 c. Bob detailed the different pieces of the maintenance and how its split up in different budgets. d. Nic asked how its sorted. Bob noted by when they were entered. Have highest priority in red and also yellow. e. Bob detailed priority items. f. Nic concerned about Dorset St from park to Kennedy. Both down hill under bridge and driveway to office building. g. Ryan crashed off concrete sidewalk at that location where it takes a quick corner. Large amount of road width in that area that could be narrowed to provide more buffer between sidewalk (or future path) and roadway. Would love to study that area in more detail in the future. h. Erica noted that parks employee goes out all summer and hits everything they can. Has recently done Dorset St and Market St. i. Ryan thanked Bob for the hard work. Asked about DPW Report page and if it should be for things like this. j. Erica detailed the layout of the DPW reporting page and what it should be used for. k. Nic asked about Dorset St path and when it could become a larger replacement project l. Erica noted it could and should be planned for. Debatable which budget based on level of intervention. m. Bob asked about Butler Dr to Golf Course path and how we could reconstruct. Need to include in CIP somehow. n. Erica – Once it crosses the 10K threshold it can be CIP o. Nic noted that the path could be wider to avoid conflicts and Steve noted that people do move very fast down the hill. Could make the corner smoother or more visible. 9. Review Final FY24 Policy Priorities and Strategies a. Bob thinks we could go through the list and assign each one to a person/group so that we can ensure we make progress. Such as the wayfinding one could be for the sign group to be assigned. b. Erica noted that sub-groups could reach out to her directly. c. Nic noted Travis in Parks had been working on signs more. Erica had imported all of the recommendations for signs into the GIS layer. d. Havaleh concerned about this as a task list. Need to have a realistic look at what can be accomplished and what we could focus on specifically. Need to talk about people’s time and energy and make conscious decisions. e. Doug feels like in the last year he has not gotten a lot accomplished while A LOT of things have gone on. Feeling conflicted with what he can do while wanting to change the world. Trying to work out things we can get done. f. Donna noted how much work is going on in other committees too. g. Erica noted how much involvement folks can have as part of the bike ped master plan. Will be future asks to participate outside of this monthly meeting. h. Bob noted how many other committees have bike ped goals within their own work plans. 4 i. Nic is excited others care about bike ped but needs to be aligned with out work. j. Havaleh agrees and thinks it needs to be coordinated k. Went through list l. Wayfinding in Signs Committee m. Havaleh – we are already working with Local Motion n. Nic opportunity for working with LM on resources too. Could combine with “Wayfinding Sub Group” (combine signs and mapping and maybe resources) o. Participating in scoping studies. We already do this. No sub group. p. Coord with Local Motion. We already do this. No sub group. q. Coord with Parks and Rec – DPW/Safety Group. r. Supporting City Staff and Penny for Paths – Talked about signs and other P4P branding. Doug suggested sign tying in the good work s. Doug – Could have mission statement for the sub-groups t. Identify Partnerships – Local Motion and Safe Routes to School. u. Sub Groups could be divided by mission or value such as “educate” “infrastructure” v. Nic - Could combine signs and mapping and maybe resources into with “Wayfinding Sub Group”) w. Doug noted we also need to think outside of SB. Other municipalities. Asked about Strava data. x. Nic noted we can get Strava Metro y. Erica – Strava data is one data set but doesn’t help planning in origins and destinations and transport trips. State is going to buying big-data which will be helpful for SB. Will have learning sessions. Not sure yet on how we could use it. z. Increase awareness – Wayfinding sub group. Promotion aa. Communicate with City on speeds – Safety group bb. Bike Ped Master Plan - Everyone cc. Communicate – Communications group. Doug asked about communication and what biases or over-publicity may come through. Erica noted City communication person, Andy Brumbaugh. Havaleh noted how we would work with him. Erica confirmed. Noted web pages are spread between DPW and Rec and Parks and Erica hopes to be able to have edit capabilities for all. dd. Ryan – Would be nice for the board to talk about the priorities of information we want on the website to help Erica with better organization. ee. Nic – Could invite Andy to a future meeting to create a relationship. May be a while for them to get up to speed. ff. Erica – Could be a quarterly update from Bike Ped that goes into City News. gg. Donna – Local Motion and Susan do an amazing job with advocacy. The Hubbard project is a testament to that work. Lots of work can go on behind the scenes when dealing with private entity. hh. Publicly advocate – Bread and Butter ii. Engage Closely with City staff – Bread and Butter jj. Monitor conditions – DPW Safety group/Bob 5 kk. Annually review to mapped data – Wayfinding ll. Support City Staff on I89 crossing – Bread and Butter. Chair to write letter, specifically mentioning new UVM and UVMMC housing on one side and work on the other. mm. Climate Action Plan – Donna on Implementation Plan review for committee. Liaison. Bob asked about public participation in that process. nn. Partner with – Could rebrand Bike Friendly community to Safe Routes sub group to include safe routes to schools and greenways. 10. Confirmed Sept 13, 2023 Meeting. Erica detailed new members. They will be here next time. 11. Ryan commented on design standards. Does not support statement about being a bike friendly community. Wants to have enforceable standards that relate to Bike Ped that are less suggestions and more regulations. Wants scope of master plan to include design standards and maintenance plans (not just on surface of path but long-term maintenance of developer-built features). Discussed at length with Jonathan at Local Motion. Wanting to make sure long-term infrastructure is an excellent job that was well built. Survey to ask about standards we love and Cities that are doing excellent work. Want to make spreadsheet that covers these standards and can be used by whole metro area. 12. Doug – If there was one thing we could do, it would be to provide shoulders on each repaving job as a requirement (now only a suggestion). 13. Adjourned 8.06PM
