Welcome, Virtual Meeting Instructions, Gratitude –Havaleh 2. Changes or additions to the agenda – Havaleh 3. Comments from the public not related to the agenda – Havaleh a. None 4. Consideration of minutes from October 12, 2022 – Havaleh a. Item 2 or 3 – Remove Havaleh sighed b. 5h – Not Donna who asked how long each ramp was. Change to a person. c. Motion by Donna to approve with edits above. d. Doug Seconded e. Bob abstained f. Vote: All in favor. 5. Updates from the City – Erica a. Erica read updates from agenda packet b. Will have public hearing in January for Kennedy Dr ped scale lighting which will also set the standard for future rec path lighting including estimated costs. c. Comments on Dorset St Path discussions with neighbors. d. Starting to plan for UPWP projects for 2024. Will send list in a couple of weeks for committee comment. e. Need to reserve time in December to talk about Comprehensive Plan. Contacted by Kelsey Peterson from SB Planning which will send around. f. Committee asked for extra detail on what the comprehensive plan is. Erica detailed. 6. Bike/Ped Master Plan Discussion – Havaleh a. Havaleh asked for an overview of when these plans would get done in relation. b. Erica gave professional and personal opinion. Good to do Master Plans. Good for funding. Can get in more depth in a bike/ped master plan than comprehensive plan. Comprehensive plan sets goal of being more walkable and bikeable. Would be a good UPWP application. Talked with Paul Connor. c. Bob been looking at Burlington plan and it looks like a big project d. Havaleh noted that if Jericho and Richmond have one, we need one. e. Donna thinks that through this process we would find more gaps. Lots of neighborhoods not served well while others are. f. Bob noted we have done a lot of this in our public process in 2015-2016 Quadrant Meetings. Need to continue to pay attention to our needs. g. Doug asked if it could be incorporated into the comprehensive plan, not separate. 2 h. Havaleh noted how the plans would work together. The detail of what we actually need to make the city walkable would be in a bike/ped master plan, not the comprehensive plan. i. Bob noted comprehensive plan does have maps in it showing current and future bike ped infrastructure. j. Havaleh – Now seems like the right time, and would not conflict with each other. k. Erica noted the Burlington PlanBTV comprehensive plan that had plans underneath it. l. Donna noted the Burlington grid system and the differences between SB and Burlington. m. Nic – 100% in support of a bike ped master plan. Without the one in BTV, they would never have gotten North Ave done. Super important for future grant funding and community consensus. n. Havaleh asked process and who does the work o. Erica – Would hire a consultant to do the work. CCRPC doing data collection already which could be used for this process. Large process. Would have varying stakeholders for an advisory group which would have some committee members p. Bob asked what the UPWP process would include. q. Erica noted CCRPC would hire a consultant and they would run all the public meetings. Could be funded 80% by UPWP and 20% the City. Would have CCRPC support throughout. r. Havaleh asked what the processes to get requested and approved. s. Erica will relay back to Paul and work on UPWP list. Will relay committee is on board for this. Paul fills out forms and council approves applications and then goes to CCRPC for review and possible funding. t. Havaleh would favor making a motion to be able to put forward so City Council knew our stance. u. Nic summarized the bike ped master planning process v. Donna noted it was also a recommendation of the Climate Action Plan. w. Motion by Havaleh that the SBBPC supports the formation of a bike ped master plan. x. Seconded by Doug y. Unanimous approval. z. Erica will get together with Paul and have him understand our desire and support for this. 7. ARPA funds recommendations – Havaleh a. Three possible projects going forward i. Hinesburg Rd shared use path ii. Airport Parkway and iii. Spear Street b. Havaleh detailed the CIP projects and prices c. Joel asked about Airport Parkway d. Bob detailed Airport Parkway plans. Could use other grants for Hinesburg Rd. e. Donna – Need to consider affordable housing. This could help that. f. Joel – Walking access to the airport from there is hard. Would benefit students. g. Nic – I think Hinesburg Road checks more boxes for the criteria and serves thousands more people than Airport Parkway would. h. Ann asked about other City Center planning and what is covered. Hinesburg Road would support City Center. i. Havaleh detailed the ARPA fund criteria. j. Bob noted that the economic support would work for all projects. 3 k. Donna – We don’t really have information of the residents in the Airport Parkway area and how much it would be used. l. Doug – Looking over the distance of Airport Parkway and what is around it, it may not be used. Noted the 50 or 60 businesses in the business park m. Joel agreed that Hinesburg Road would be a better. n. Erica noted that it could be picked into parts and do certain parts, instead of entire project. Ask for what they would be willing to give us and do the most we could afford. o. Joel noted that Hinesburg Rd would also support future development at Obrien Farm etc. p. Doug mentioned the needs at Queen City Park Road. q. Havaleh – Hinesburg Road is also a path to school too. r. Bob discussed Queen City Park Road and joint responsibility with Burlington. s. Bob moved to bring the Hinesburg Rd shared use path forward as our recommendation for funding. t. Ann Seconded. u. Vote: Unanimous. v. Havaleh will draft a memo before 25th. Has other memos to draft too. w. Nic happy to review memo or collaborate 8. Updates Ongoing Committee Working Groups: a. Chair updates/comments – Havaleh b. DRB Update – Donna i. Just a matter of tuning into Zoom meetings. Good idea to review projects ahead of time. Could use backup from when Donna cannot attend. ii. Tilley Drive proposal from UVMMC development. Made suggestions which seem to be accepted. iii. Ann would be interested to get more details. iv. Donna noted easiest is to just look on the weekly warning emails on Fridays. Sometimes just interesting to know what’s being planned. c. DPW Items to relay to Erica (Bob) i. Combine this with Safety ii. Nic would love to see TIF district projects on the monthly update from Erica. They will require our support going forward. d. Bike Friendly Community Planning/Greenway progress – Nic i. No progress. Nic needs help. Dana and ask Amanda. Joel too. Nic to set up workgroup meeting to discuss and move along. e. Climate Action – Donna i. Main group work finished. Moving onto next phase at some point. Will start building implementation group. Hoping CA group members carry over to new group. Lots of good ideas came from the members. Hope they don’t drop through the cracks. Lots of discussion about SSTA. ii. Havaleh will take this work group off the list. f. Communications/Outreach –Donna, Havaleh i. Wrote article for the Other Paper about e-bike use for December. ii. Safe Routes to School was another idea. Could be good for Nic or Amanda to write. More springtime iii. Other request about trails in South Burlington from MJ Reale. Joel – East Woods would be awesome to actually walk TO. 4 iv. Nic noted that there are future TIF ballot measures coming up in March which will need our help. Need to make sure we are communicating the importance of this. May need to connect with Ilona. Will need bring a groundswell of community support. v. Ann would be able to take on the pedestrian trails article. vi. Nic wants to make sure the Safe Routes to School article doesn’t come at the same time as the Ballot items. vii. Erica noted that December and January are when the City Council will be devising the ballot items wording. Will bring facts to her next TIF update. g. Safety (review recommendations for DPW) – Bob, Dana, Amanda i. Bob read minutes from while he was away. Are the Committee’s safety recommendations going to Council on the 21st? Do we have presentation time to go through the safety issues? ii. Erica – Can connect with Matt Cota. Asked who should. Can do it and CC Havaleh and Bob. iii. Havaleh was just presenting other things on the 21st iv. Matt was not there last meeting where it was on the agenda. v. Havaleh not sure what to do with it. vi. Bob – We need to communicate it and get their buy in. vii. Havaleh – Need a specific ask to go with the items. Meetings are so long and can’t deal with small details. viii. Bob – Almost every year before Covid, the Committee would present safety items at City Council. ix. Donna – This is why Matt Cota is assigned to us, so we should review with him and he can take it to City Council. x. Bob not sure if the memo he did needs to be updated based on the September discussion Since he wasn’t there. xi. Erica - one thing that we discussed was to remove #16. xii. Doug’s interest is the safety stuff. Would like to be on working group. xiii. Bob added Doug. xiv. Worked out a plan to meet to finalize items and then have Erica send to Matt. He can report back to council. xv. Bob – We have the funding. Have since Penny for Paths was approved. Should discuss at 21st that we have these recommendations and that working with DPW has been working great since Erica was hired. h. Mapping – Amanda, Nic i. No update. Amanda is in charge. ii. Nic asked if there are marketing dollars available for a bike map for promotional purposes. iii. Donna thinks it should be related to businesses and a direct connection to helping business community get people to bike to their business. iv. Doug has friend who does blue maps. v. Erica – Definitely not marketing dollars available. May be able to have bike benefits style businesses involved instead of all. vi. Wide ranging discussions about maps. vii. Donna – GoVermont has connections to businesses and maps. viii. Doug – Quebec biking maps are great. ix. Ann asked about collaboration with Earls. 5 x. Donna – Even in the interest of car repair facilities because you can bike to and from appointments. A long way to go to get people to understand you can bike for errands. i.
