HomeMy WebLinkAboutMinutes - Board of Civil Authority - 07/28/2022BOARD OF CIVIL AUTHORITY - Approved Minutes 28 JULY 2022 The South Burlington Board of Civil Authority held a meeting on 28 July 2022, at 6:00 p.m., in the Kevin L. Dorn Senior Center, City Hall, 180 Market Street. Members Present: C. Shaw, Chair; D. Kinville, H. Riehle,T. Barritt, B. Gross, A. Gross, P. Mahoney, R. Nowak, C. Wagner, M. Cota, M. St. Germain, C. Trombly Also Present: 1. Agenda Review: Additions, deletions, or changes in the order of Agenda items: Ms. Kinville asked to add to Other Business as brief discussion of the appellant’s request to change the hearing date for their assessment appeal. 2. Review evacuation plans in case of an emergency. Ms. Kinville reviewed emergency evacuation plans. 3. Comments and questions from the public not related to the agenda: No comments or questions were presented. 4. Approve Minutes from 14 July 2022: Mr. Barritt moved to approve the Minutes of 14 July 2022 as written. Mr. Trombly seconded. Motion passed with all present voting in favor. 5. Approve presiding officers and election officials for 9 August 2022 election: Ms. Riehle moved to approve the presiding officers and election officials as presented. Mr. St. Germain seconded. Motion passed with all present voting in favor. 6. Approve list of voters removed from checklist since last election: Ms. Kinville advised that 179 voters have been removed from the checklist since the last election. Of these, 67 have died, 14 now live out of state, 87 have responded to the challenge letter that they are no longer voting in South Burlington, and 11 were for miscellaneous reasons. Mr. Barritt moved to approve the list of voters removed from the checklist since the last election as presented. Mr. St. Germain seconded. Motion passed with all present voting in favor. 7. Approve list of voting locations for all districts: Ms. Kinville presented the voting location for each district as follows: BOARD OF CIVIL AUTHORITY 28 JULY 2022 PAGE 2 CH1-8 City Hall (Kevin L. Dorn Senior Center) CH1-9 Tuttle Middle School CH1-10 Chamberlin School CH1-11 Tuttle Middle School CH1-12 Orchard School Ms. Kinville drew attention to the list of streets for each district. Mr. Barritt moved to approve voting district location CH1-8 at City Hall, CH1-9 at Tuttle Middle School, CH1-10 at Chamberlin School, CH1-11 at Tuttle Middle School, and CH1-12 at Orchard School. Ms. Riehle seconded. Motion passed with all present voting in favor. 8. Approve Candidate Area at City Hall on Election Day: Ms. Kinville said there will be a section where people can stand with signs. Freestanding signs along the road are OK. Voters at City Hall will be directed to the rear of the building but will be allowed to enter at the front if they choose. There will be an area out back for people holding signs. No signs can be placed in planted areas, and none can be attached to the building, etc. Members suggested there be cones placed alongside the side of the building with signage to disallow signs there. Ms. Kinville said she will coordinate this with the Highway Department. Rules at other polling places continue to exist. Ms. Riehle moved to approve the locations for signs as discussed. Mr. Grossman seconded. Motion passed with all present voting in favor. 9. Approve 4 August for pre-processing of ballots and discussion of process: Ms. Kinville said the city has the opportunity to use a fast scanner for pre-processing ballots. There are pros and cons to this. It will speed up the pre-processing by doing a whole stack of ballots at a time instead of having each one inserted into the tabulator. But there will be no running count on the tabulator on election morning. Tabulators will be printing a “zero report.” When the polls batch out, there will be no accounting of the pre-processed ballots. Those tabulations will be uploaded at City Hall, and totals will be announced from there. BOARD OF CIVIL AUTHORITY 28 JULY 2022 PAGE 3 Members briefly discussed the pros and cons of using the fast scanner. Ms. Kinville noted that South Burlington would be the only community using this, but it might be used by all polling places in the November election. Ms. Riehle moved to approve using the fast scanner for pre-processing ballots at the 9 August 2022 election. Mr. Mahoney seconded. Motion passed with all present voting in favor. 10. Election Training: Members agreed to recommend but not require masks. Unlike previous primaries, when voters approach the tabulators, they will be asked to hand the 2 unused ballots to the person monitoring the tabulator who will deposit them in the unused ballots box. There will be special training for front desk and tabulator people. There will be same day voter registration available. There will be handicapped voter accessibility. Seventeen year olds who will be 18 one or before the November election data will be eligible to vote in the primary. The printout tapes at closing will look different. Members were given a sample. 11. Other Business Ms. Kinville advised that the appellant for 124 Technology Way has asked the BCA to reschedule the hearing originally set for 15 September as they have a conflict. Members agreed to honor the request. Mr. Grossman moved to reschedule the appeal for 124 Technology Way to 22 September 2022, at 6:00 p.m. Mr. Barritt seconded. Testing of new election tabulating machines: Ms. Kinville demonstrating the opening, voting, and closeout process on one of the tabulating machines. Members then repeated this process on the other tabulators. The following seals were attached to the tabulation machines after testing: CHI-8 1175824 and 1175832 CHI-11 1175867 and 1175812 CHI-9 1175834 and 1175829 CHI-12 1175822 and 1175806 CHI-10 1175822 and 1175806 Following the testing of machines, as there was no further business to come before the Board, the meeting was adjourned by common consent at 8:20 p.m.
