The South Burlington Board of Civil Authority held a meeting on Wednesday, 10 November
2021, at 6:00 p.m., in the Conference Room, City Hall, 180 Market Street, and via Got to
Meeting Remote Technology.
MEMBERS PRESENT: C. Shaw, Chair; D. Kinville, M. St. Germain, P. Mahoney, L. Vera, H. Riehle,
T. Barritt, M. Emery, A. Gross, B. Gross, C. Callea, C. Wagner
1. Virtual Meeting instructions and emergency evacuation plans:
Ms. Kinville provided instructions for participating remotely and evacuation plans in the event
of an emergency.
2. Comments for the public not related to the agenda:
There were no public comments.
3. Any change in the order of the agenda:
No changes were made to the agenda.
4. Review Minutes of 28 October and 8 November 2021:
Ms. Emery moved to approve the Minutes of 28 October and 8 November 2021 as written. Ms.
Riehle seconded. Motion passed with all present voting in favor.
5. Discussion and approval of reapportionment letter in response to LAB:
Mr. Shaw read the proposed letter.
Ms. Riehle asked whether it would be a benefit to mention that in communication with Essex
and Williston they are not interested in sharing a district with South Burlington. Mr. Shaw said
he thought those towns would be sending their own letters. He did note that Essex did have a
meeting on this issue.
Ms. Kinville noted she provided to the city’s four Representatives 4 versions of the map that
could be used to create 5 districts. They chose their two preferences. Ms. Kinville then
explained the maps that will be included with the letter and indicated the one the
Representatives liked best. It would put Rep. Lalonde back in his original district. It would cut

Rep. Pugh’s district about in half as that is where the most growth in the city has taken place.
Rep. Pugh would become District as 12-5. The new district would be 12-4.
Mr. Shaw said the maps show South Burlington is more dynamic than the average district in the
state.
Ms. Riehle then moved to approve the letter and the attachments. Mr. Barritt seconded. The
motion passed with all present voting in favor.
Mr. Shaw asked if there has been any word regarding the Senate. Ms. Kinville said there has
not.
6. Other Business:
Ms. Kinville reminded members of the meeting on 9 December to hear the last property
assessment appeal. There will also be a mid-February meeting to prepare for the March
election.
As there was no further business to come before the Board, Ms. Riehle moved to adjourn. Mr.
St. Germain seconded. Motion passed with all present voting in favor. The meeting was
adjourned at 6:30 p.m.
