The South Burlington Board of Civil Authority held a meeting on Thursday, 9 December 2021,
in the Conference Room, 180 Market Street.
Members Present: C. Shaw, Chair; D. Kinville, C. Trombly, L. Vera, B. Nowak, P. Mahoney, H.
Riehle, A. Gross, B. Gross, M. St. Germain, T. Barritt, K. Nugent, C. Callea
Also Present: M. Lyons, Assessor
1. Emergency evacuation plans:
Ms. Kinville provided emergency evacuation instructions.
Mr. Shaw reminded attendees that the wearing of masks is now required in City Hall.
2. Comments from the public not related to the agenda:
There were no public comments.
3. Any change in the order of the agenda:
No changes were made to the agenda.
4. Approve minutes from 10 November 2021:
Mr. St. Germain moved to approve the minutes of 10 November 2021 as written. Mr. Barritt
seconded. Motion passed with all present voting in favor.
5. Hear Appeal:
a. Adis & Emina Sefaragic 7 Floral Drive
The appellants were not present. Ms. Kinville noted that they have received two certified
letters and this is the 3rd attempt to hold their hearing. There has been no communication from
the appellants since the last BCA meeting.
Mr. Shaw said the Board will proceed with the appeal. He noted the appellants’ brief letter
requesting the appeal. This is the only evidence the Board has received from them
Ms. Lyons said the property was originally assessed at $472,300 and was reduced by Tyler to
$458,100. It has an average/good rating.
Ms. Lyons then presented three comparables: 21 Floral with a time-adjusted sales price of
$499,555, 5 Floral with a time-adjusted sales price of $490,168, and 10 Floral with a time-
adjusted sale price of $445,398.

Based on those comparables, Ms. Lyons felt that the appellants’ property was fairly assessed at
$458,100.
An inspection team of Mr. Barritt (chair), Mr. Riehle and Mr. St. Germain was assigned. The
appellants will be notified that the team will visit the property on 10 December at 10 a.m.
Ms. Riehle then moved to continue the appeal of Adis & Emina Sefaragic to 13 December 2021,
6 p.m. Mr. Nowak seconded. Motion passed with all present voting in favor.
6. Reminder of 2022 Election Dates:
Ms. Kinville reminded members that elections are scheduled for 1 March (annual town
meeting), 9 August (State Primary) and 8 November (general mid-tem election).
7. Update on reapportionment for House and Senate:
Ms. Kinville reported that South Burlington has been granted 5 self-contained legislative
districts by the LAB. It will now be up to the representatives to draw the district lines and
continue to fight for 5 districts in the house. Mr. Shaw asked if the BCA would have a role in
that. Ms. Kinville said she will follow through on that with the representatives.
Mr. Shaw noted that there will have to be a 5th polling place.
Regarding the State Senate, Ms. Kinville advised that the LAB designated 5 representatives per
1 senator but was a vote of 3-2. However, the boundaries are not yet known or if the
boundaries will be self-contained in South Burlington.
Ms. Kinville noted that the new districts will be in place for the August election. The city will
need to know the boundaries by the end of March for representatives and senators to begin
getting their petitions signed.
Mr. Shaw asked what members thought about the new single Senate seat for South Burlington.
Mr. & Mrs. Gross felt it was important to maintain what the city now has. Ms. Riehle noted
that Tim Ashe supports keeping the 6 Chittenden County Senators because it forces senators to
think more broadly. She agreed with that opinion. Ms. Vera also felt it was important not to
“narrow in” but to represent an area of the state. Mr. Gross said he would like to hear Sen.
Chittenden’s opinion.

8. Other Business:
Ms. Vera asked if there will be training for using the new tabulators. Ms. Kinville said there will
be sometime before the August election.
As there was no further business to come before the Board, Mr. Barritt moved to adjourn. Ms.
Riehle seconded. Motion passed with all present voting in favor. The meeting was adjourned
at 6:46 p.m.
