Motion approved: 9-0-0 (MInelle had not yet arrived.) Public Comments: Tom shared that he was present to observe/listen to the Resolution agenda item. Approval of minutes: Vince moved and Janet seconded motion to approve the minutes for the 09/27/21 meeting as drafted. Motion approved: 9-0-0 (MInelle had not yet arrived.) Announcements: Several committee members had attended the 10/12/21 Planning Commission meeting at which Commissioners discussed outstanding issues with the LDR package that had been warned for the public hearing on 10/26/21; they had articulated these issues in separate emails to Jessica (PC chair) prior to the meeting. These emails will be put into one email and made public. Leslie attended a Housing Summit in Arlington and gave a talk on what municipal-level housing committees can do. Vince gave Bill Gates’ latest book on the climate crisis (How to Avoid a Climate Disaster) a positive review and encouraged members to read it. Monica mentioned articles on large vs. small homes that she had shared with PC, Chris and Sandy. 2.Establish subcommittee to review zoning districts citywide to identify additional locations for residential/ mixed-use zoning: John, Janet, Darrilyn and Ariel volunteered to serve on this subcommittee. Possible activities mentioned for subcommittee were: inventory of vacant privately-owned and city-owned properties, research whatis happening in other communities, reach out to tenants of rental properties to learn what they want in rentalhousing. John mentioned importance of coordination with Planning Commission. Monica mentioned that addressing the TDR marketplace will be a high PC priority post-Interim Zoning. She wants to pursue possibility ofpermanently conserving NRP land before TDRs are purchased. Leslie asked whether the city is consideringpurchasing TDRs. Sandy indicated that an indication (or non-indication) of this might be gleaned from departmentand committee proposals to be discussed at City Council/Senior Staff Retreat on 10/30 and refinement ofpriorities at 11/15 CC meeting. MOTION: Sandy moved and Leslie seconded motion to establish subcommitteeto review zoning districts citywide to identify additional locations for residential/ mixed-use zoning and carry outrelated activities with a tentative membership of John, Janet, Darrilyn and Ariel. Motion approved: 8-0-1 ((Arielabstained). 3.Approve the FY 21 Annual Report: Following a brief discussion and minor edits, John moved and Vinceseconded motion to approve the proposed FY 21 Annual Report. Motion approved: 9-0-0. 4.Discussion and possible action on a Resolution “IMPACT OF THE PROPOSED LAND DEVELOPMENTREGULATIONS TO HOUSING AFFORDABILITY: Working from the draft resolution that Chris, Sandy, Leslie,John and Vince had prepared, the committee reviewed each of the 15 “Whereas” statements making changesand identifying data sources, and went on to review the “Therefore. . . be it resolved” paragraph and the fiveresolution statements, making changes to clarify intent. There was considerable discussion and exchange of October 18, 2021, SoBu Affordable Housing Committee Minutes – DRAFT Page 2 views during this process; in addition, there were several straw polls of committee members present as changes were made and the content was debated and modified. MOTION: John moved and Sandy seconded that the committee approve the revised Resolution. Leslie had made revisions on the screen as the changes were agreed to. Motion approved: 7-2-1 (with Darrilyn and Janet voting no and Minelle abstaining). By consensus, the committee then authorized Chris to prepare a cover memo to accompany the Resolution, which will be sent to the Planning Commissioners as the committee’s public comment on the LDRs that are the subject of the 10/26/21 public hearing/. FYI--The best way to understand how the approved Resolution differs from the draft Resolution is to compare the two. Below are links to the two documents.
