MINUTES
MARCH 30,2010
The regular meeting of the Dog Park Committee was held on Tuesday evening, March
30, 2010 at 6:30pm in the small conference room of the Municipal Office Building.
PRESENT: Jaime Heins, Vice-Chair; Joan Jarvis, Secretary
ALSO PRESENT: Tom Hubbard, Recreation Director; Bill Nedde, Krebs & Lansing
The meeting was called to order at 6:35 pm.
Bill Nedde reviewed a few different layout for parking and the turnaround at the end of
Kirby Rd. He recommended option 3 which the committee agreed on as well. This
option provides for the specified amount of handicapped parking, and a total of about 24
spaces. Justin Rabidoux has reviewed this option and is satisfied with the amount of
space for his DPW vehicles to maneuver and for storage of snow during the winter
months. A minimum of 15' from the parking area to the fence will be allowed for buffer
and snow storage.
The committee worked with Bill to define the gate entrance, maintenance gate, and
sectioning off for the small dog area. The perimeter of the park was roughly defined, and
Bill will make modifications and send out a pdf with the changes for our review. The
small dog area is roughly 40' x 120'. Total coverage of the area to be fenced is about 2
acres, roughly 320' x 300'.
The suggested minimum fencing height is 5', and the committee agreed on chain link as
the preference, with a knuckle bend at the top vs. an open top. There was also discussion
as to the preference for a top horizontal bar or interlaced wire. Bill will price this out for
us, and also find out how much extra it would be to get the green vinyl coating on the
entrance fence facing the parking area. Specifications for the double-gate entry were
discussed, and will include a heavier gauge fence with durable latches.
The parking area, entrance gate area, maintenance gate area, and small area for foot
traffic beyond the entrance gate will have hard pack surface. Some clearing of brush or
trimming of lower branches of trees may be done, particularly on the southern end of the
property.
Bill is going to check with Jay Nadeau on where access lines for water could be. It is our
intention to initially just use a spigot for access to water. Having anything more in the
way of drinking fountain options may lead to the need for a stormwater discharge permit
from the state. Location of the spigot will be in the vicinity of the utility pole located
near the park entrance, outside the gate. The spigot will need to be protected by barriers.
The committee discussed a proposed timeline as follows:
1) Meet with city council for review& approval on May 3`d
2) Schedule a public meeting with dog park support group to present plans and establish a
"Friends Group" in mid-May
3) Meet with the DRB later in May for review and final approval
4) After permitting time period, begin construction
We want to have the draft of the language for the license agreement with the Airport
ready for review and approval at the City Council meeting on May 3. Tom will talk with
Ray for exact process with the DRB and permitting.
A sign for dog park rules will be posted at 7', and will approximately be 4' long and 2-3
feet in width. This will be posted near the park entrance, along with bag dispenser and
collection cans for waste.
For the first year,picnic tables might suffice in lieu of benches which will be much more
expensive. The committee suggested having 3-4 scattered about the facility.
The committee will continue to work on a plan for fundraising, establishing a"Friends of
the Dog Park" group, and plans for an opening day event- hopefully in July.
Next meeting will be held during April, Tom will send out a notice to all members.
Committee members were encouraged to again go out and walk the site now that the
snow has melted. Bill will place some markers where the small dog area is proposed to
give us a visual reference.
