MINUTES
JUNE 8,2009
The regular monthly meeting of the Dog Park Committee was held on Monday evening,
June 8, 2009 at 6:30pm in the small conference room of the Municipal Office Building.
PRESENT: Lisa Ventriss, Chair; Jaime Heins, Vice-Chair; Joan Jarvis, Secretary; Claire
Williams, Howard Goldberg
ALSO PRESENT: Tom Hubbard, Recreation Director; Matt Poirier, Sanborn Head
Consultant
The committee reviewed the current data from the recent work by Matt Poirier of
Sanborn, Head&Assoc. Initial tests and findings were good, but subsequent testing
since some of the caps have been closed have presented issues in certain areas, including
the current site for the dog park.
May 19th data indicated high readings in four new isolated areas within the proposed dog
park area. Previously this area did not have any high readings.
Results are showing that the underground venting system may not be working properly.
,.� While gas flow may increase slightly in warmer weather conditions, this last set of data
was out of the ordinary.
Matt reviewed several options for the committee to discuss.
OPTIONS:
1 Remove all caps off and reevaluate in 2 or 3 weeks. Keep all vents and flame burn off
of all areas.
2. Quantitative Risk Assessment to ascertain what level of landfill gas flow from vents
would be acceptable by health quality experts. Federal threshold is set at 500 ppm for
greenhouse gas emissions.
3. Abandon proposed area and move it to a different location within the landfill area.
4. Install an active venting system $70,000 for active camp/venting system. Negative
gravity concept. Sell off gas rights-Don McCormick Carbon Harvest Energy.
Buys gas rights &resell as carbon off-sets.
5. Abandon project and come up with a new location altogether.
Flaring at each of the vents would also solve issue, but Matt indicated
each cap @ a cost of$1000-1500/cap. QRA would still need to be done as well.-
Matt recommended that dog park should be about 25' away from flame burn off
locations.
Tom indicated that additional costs could present an issue as recreation impact fees are
greatly depleted and funding could be tight. May need to seek an alternate source.
�-� Currently there is $3-4000 left in the current scope of work. Howard felt work on the
project should stop now and use saved money on a different location other than the
landfill. The committee largely disagreed and did not wish to abandon project at this
location-voted 4-1 to continue with scope of work as approved, focused on a different
location within the landfill with every other cap closed off
Matt indicated that the number of vents needing to be capped could be anywhere from 4
to 10 vents. The QRA would also cost$5000.
Lisa recommended spending the pre-allocated money in the current scope of work to
conduct 2 additional surface scans in evaluating the best area within the landfill.
Howard felt that we should not spend any additional money, even in the current scope
which has been approved, without going to city council.
Lisa made a Motion to move forward to spend the rest of remaining funds to uncap some
vents & do 2 more surface scans with every other vents uncapped. Motion seconded.
Howard proposed an amendment which did not have a second. Lisa's motion passed 4-1.
The committee will meet again once the 2 rounds of new data have been obtained.
