Participation Options: Interactive Online Meeting (audio & video): https://global.gotomeeting.com/join/782628077 By telephone (audio only): 1-571-317-3122; Access Code: 782-628-077 PUBLIC FORUM: DORSET STREET SHARED USE PATH Wednesday, February 10, 2021; 5:30 PM Virtual Meeting Hosted by the City of South Burlington Bicycle& Pedestrian Committee Welcome & Agenda •Project Basics •Project History & Background •Review Project Funding •Provide Project Status Update •Share Latest Plan Set •Public Comment/Discussion Project Basics - •Filling a 0.7 mile gap in the City’s Dorset Street Shared Use Path network. •Focus is on connecting infrastructure between Old Cross Road/Nowland Farm Road & Sadie Lane. •Proposed project includes a 10-foot-wide shared use path, with a variable grass buffer. •Will connect users to all parts of South Burlington, including: schools, City Center, parks, churches, other neighborhoods, the Mill Market & Deli, the Williston & Shelburne commercial corridors, etc. Project Basics - •+400 existing residential units on the south end of Dorset Street will be connected to the rest of the City. •+400 existing residential units north of the project site will be connected to the Mill Market & Deli, as well as into Shelburne or over to Hinesburg Road and Spear Street. •+200 residential units off Shelburne Road will now have an opportunity to connect to Dorset Street. •+400 residential units off of Hinesburg Road will have better access to Dorset Street and the rest of the City. •+500 proposed/approved housing units that will benefit from this connection. Project Team - •City Project Team: Ashley Parker, City Project Manager Justin Rabidoux, Director of the Department of Public Works •Consultant: Erik Alling, Senior Transportation Engineer, Stantec •VTrans Municipal Assistance Bureau: Scott Gurley, Project Manager Project History & Background - •A major priority for the City’s Bicycle & Pedestrian Committee, and is now included on the Committee’s Penny for Path project list. •Project has been on City’s Capital Improvement Program for over a decade. •Project has also been on the City’s Impact Fee Ordinance. •It is included in the City’s Comprehensive Plan. •Project was scoped in 2017 by the Chittenden County Regional Planning Commission. Priority Project - •The Bicycle & Pedestrian Committee held four meetings in2016 targeting each of South Burlington’s four residential and commercial quadrants to identify bike/ped infrastructure needs and problems. •The Committee then ranked more than 70 projects, which resulted in 20 identified and top rated problems. •This 0.7 mile gap along Dorset was ranked as the number one priority in three out of four ranking categories, which included: Recreation Path Gaps, Crosswalk Gaps, Walking Trail Gaps, and Sidewalk Gaps. Penny for Paths (P4P) Initiative - •Residents voted to designate one penny on the tax rate for bike & pedestrian infrastructure in August 2018. •The majority of projects marked for P4P funding allocated to them come from the Bike/Ped Committee’s priority list. •The P4P fund covers the cost of new infrastructure (usually gaps in existing infrastructure) and not tasks associated with maintenance. •The Committee regularly hears public comment related to additional projects for this list. •The current P4P list has more projects than available funding that is expected during the first 10 year period of this initiative. •CIP covers a 10-year span and helps plan for future projects and capital expenses. •Can find on the City’s website. •Project has been included in the City’s CIP for over a decade. •Now exists within a standalone Bike/ped Improvement CIP. •Last CIP approved by Council in December 2020. Capital Improvement Program (CIP) Status - City Impact Fee Ordinance - •The purpose of the ordinance is to establish impact fees to pay portions of constructing capital facilities for new development in the City that will be served by such facilities. •This project is listed as being able to receive fees derived development projects meeting criteria established in the Recreation Impact Fee section of the current ordinance. •The current ordinance was approved in May 2014. City Comprehensive Plan (2016)- •Stresses need for bike/ped improvements to the City’s transportation infrastructure. •Plan notes this project as a missing link: need for improved bicycle paths and sidewalks along Dorset Street south of Old Cross Road. •Comp Plan is here on the City’s website. 2017 South Burlington Pedestrian & Bicycle Feasibility Study (Scoping Study)- •Completed scoping study analyzing & evaluating the feasibility of bike/ped infrastructure. •The final report analyzes & evaluates existing conditions, provides conceptual alignment alternatives, and details opinion of probably construction costs. •Alternatives were evaluated with input from the public via workshops, presentations, and meetings. •Alternative 1 was identified & supported by the Committee & Planning Commission as the recommended preferred alternative for Dorset Street. •Project Team: Chittenden County Regional Planning Commission (CCRPC), City of South Burlington, Toole Design Group, & Local Motion Project Status Update - •November 2019: City accepted a grant from VTrans for Federal funding of $661,000 to design and construct the project. *City match is $165,400 (combination of P4P & Rec Impact Fees) •January 2020: City released a Request for Qualifications for this project. •January 27, 2020: Statements of Qualifications were due; City staff received five. •February 2020: City Council approved the authorization of the City Manager to negotiate and sign an agreement with Stantec. •April 2020: Project kickoff meeting was held. •To-Date: Project work has included surveying, Phase 1B archaeology study, initial conceptual design, initiation of permitting, one public meeting, and continuation of project design through 30%. Infrastructure connections between Burlington and South Burlington - Cindi Wight - Burlington Director of Parks, Recreation and Waterfront a. Cindi – Intent was to meet and do introductions of Burlington team (Both BPRW and DPW). Introduced: i. Sophie Suave – Parks Comprehensive Planner ii. Jon Adams-Kollitz (JAK) – Parks Project Coordinator iii. Max Madalinski – Parks Project Coordinator iv. Nicole Losch – DPW Transportation Planner v. Norm Baldwin – DPW City Engineer b. Micro-planning – Connections from Segment 0 to Red Rocks. Macro – East side of Shelburne Rd into the rec network up Lindenwood. c. JAK – Detailed Segment Zero (Phase 3A) – Home Ave to Queen City Parkway (QCP). Talking about how we connect the networks and cross promote. Also Red Rocks as a destination. Also possible Higher Ground as a destination. d. Cathy – We have identified it as a route that desperately needs an upgrade. Obvious need for signs. Detailed connection over Shelburne Rd. Hope to have intersection upgrades. e. Bob - The project has been cancelled so will have to wait. Noted there is a CCRPC scoping project that is supposed to start soon to figure out how to get a rec path from Hannafords to Burlington rec path and sidewalk from waterworks to Red Rocks. f. Nicole – Yes, will be a scoping study to find out all of the costs and options. Expanded beyond Queen City Park and continue down Austin Dr and connections into Oakledge. g. Nic - asked if scope could include Shelburne Rd crossing. h. Shawn noted that the fog lines/bike lanes could be narrowed in the interim on QCP to be able to make better shoulders. This was on the striping priority list for 2020 but did not happen. We are all highly motivated for improvements. i. Cindi – Asked what else. j. Bob – Noted other connections that are important – Williston Rd, Farrell St to Home Ave and Spear Street at athletic facility. Cathy asked about Spear St. Bob – Gap in rec path on street side of playing fields. Donna also mentioned Patchen Road to Grove St. Cathy noted we have been turned down for grants for the Exit 14 bridge. Nicole noted RPC’s 89 improvement study. There are some options in there for exit changes. Next public meeting in March. No other near-term improvements planned for those other areas as noted by committee members. k. Shawn – Is there opportunity to have regular meetings with Burlington to coordinate better and have good connections and relationships. l. Cindi asked how the bike-ped group fits into City government. m. Shawn detailed the committee. Nic added that we are pretty hands on in helping get things done. Not a depth of employees at the City. n. Nicole – Noted that there could be a connection with the Burlington Bike Walk Council too. o. Shawn – Could beta test this relationship using the Queen City Parkway needs and project. Detailed committee desires for short- and long-term solutions for QCP. p. Donna noted that the one lane bridge is a challenge. Nicole noted there is a study for the replacement but it comes down to money. q. Shawn asked if its important to connect with BWBC or CCRPC more. Nicole noted that BWBC are aware of all draft work plans and give input, it is just a different structure. r. JAK – Meeting a couple of times per year could be helpful. A lot to gain on both sides. Have greenway status plans Max can show. s. Norm – Noted relationships and investment and how they all fit. t. Max – Detailed GIS mapping using ESRI ArcGIS Online and a tool that can help provide information to the public directly. Can be integrated into any websites. u. JAK – For the Greenway, they plow half for walking/biking and “Ski to the East”. Once connected with other trails and their snow conditions can be used to have larger skiing missions. v. Shawn – Who would be the best people to connect with on a future meeting? Sophie from Parks and Nicole from DPW. Norm noted that anything within QCP would be his domain. Include Cindi on any meetings. 6. Updates from the City - Ashley (6:15 p.m. - 10min) a. Ashely encouraged committee members to review budget video from City Council. Wanted to remind to discuss the Shelburne Rd Impact Fees discussion next time. Also shared on a small grant from VTRANS that came up today and might be good fit for crosswalks. Could discuss as part of crosswalk priorities agenda item. b. Bob asked about Allen Road progress on documents. Lots going on. c. Ashley - Attorney has to review bid documents. Hope to pick someone by March/April. Hope to be completed by fall. Date for Dorset St public meeting is our next committee meeting. 7. O’Brien Eastview Development - All (6:25 p.m. - 20min) a. Reviewing request from Marla on SBBPC recommendations. b. Cathy – Noted roads that connect to Kennedy. Supposedly we already said a lane is fine. Didn’t remember that. c. Bob – Yes, that was part of previous discussion. But was 8ft width. d. Nic – Seems like this is the densest section of the entire development and needs a rec path. e. Bob – We may be stuck with it based on our 2016 review. Believe that it has a rec path on west side and sidewalk on east side. f. Shawn asked for clarification of what the DRB wanted. Ashley noted could do two ways. Could do recommendations now and draft memo or just include in minutes with formal action that we all agree. g. Reviewed request from Marla. Bob – Concerns with southern end of Old Farm Road having no facilities because its out of the area of the project. h. Question on if the sidewalks proposed if they would extend to Hinesburg. i. Shawn – Can we just say we have concerns about connectivity to Hinesburg Rd along Old Farm Road. How specific do we need to be? Can we just let them work it out? j. Bob – Goal is to be able to get people through to Kimball. k. Donna – Under the impression that traffic would be slowed on Old Farm. I would be OK with sidewalks. Should be on both sides. Concerned there are no rec paths. Concerned it is a speedway at present. Still need traffic calming on southern section and sidewalk. l. Shawn – So a sidewalk on one side of the road? m. Jon – Would like to see what traffic calming etc. is. Really need some details on that. n. Nic – Why don’t we just say that we have a concern on that southern section and that they should address it somehow. o. Havaleh – Concerned about 116 and safety. Worried about getting people down to there but then being in a dangerous situation. p. Bob – There will be improvements at Tilley Drive. O’Brien Brothers have said that the plan is to put a rec path along the “Industrial-Commercial Road” planned to connect Tilley Drive to Kimball Avenue. q. Nic – Still think there should be ramps at any stairs. r. Nic – Would have concerns about any on-street parking. Priority to minimize conflict points at driveways. s. Cathy – DRB already aware of paths crossing driveways being dangerous. Bob – Other locations in the Phase 1 development have the path crossing driveways. t. Havaleh – Could have bike lanes on the road on opposite side of parking or sidewalk. u. Shawn – Could be generic. v. Amanda – Looks like roads are narrow. May not be a problem. Otherwise we would be asking for wider roads which may make it easier for faster driving conditions that is not desired. w. Nic would recommend 10-foot paths and leave as designed. x. Amanda – With regard to on-street parking if there is little of it, it may be a minor issue. y. Narrow roads do slow people down. They will be active neighborhoods with basketball etc. z. Jon – Pinch points built could help people to drive slower when there are no cars on the street. Small bump outs. aa. Nic – Would like to see more detail on possible connection to Tilley Dr but concerned its out of the scope of the project. bb. Donna would be good to have enough street trees etc. Nic recommends lighting and amenities such as park benches etc. cc. Shawn will go over meeting minutes and flesh out response a little better and have either Cathy or Bob finish it up. dd. Ashley – The sooner we can get it to Marla the better. 8. Crosswalk Priorities - Crosswalk Subgroup (6:45 p.m. - 20min) a. Nic detailed the list that is in packet. Reasons for breaking them out between easy and hard. Included summary for Songbird Crosswalk. Detailed the preliminary assessment. Thinks this is a potential crosswalk that could be safely done. b. Havaleh – Like summary. Would like to think about where they are in relation to schools. Sub-Committee could take another look to make sure. c. Shawn asked what next steps are. d. Ashley – One concern with 116 Crosswalks is about the state road aspect. Not sure how that would impact the project. e. Nic – Eric has been reaching out to Jon Kaplan. f. Shawn – We need to get Prouty done. Need to understand VTRANS component but need to get going. g. Ashley – Need to make sure we have enough information for scoping and grant securing possibilities. h. Bob – Justin had asked for the list and he would be able to assess which ones could be done. Should this be done in a meeting with Justin. i. Ashley – Any of the crosswalks that have been scoped would be the best for grant application. Will follow up with Justin. Grant ones are more time sensitive. Figuring out possible costs are and what are most appropriate. Will connect back with Nic. j. Nic – I think the larger ones could be the grant ones and the easier ones could be done through Penny for Paths. k. Ashely with meet with Justin and work out next steps for grant application. 9. Facilitation of improved bike/auto/ped interaction – multiple people. Proposed language for response to council – Shawn a. Sub-group input on what actions their groups propose to improve these interactions (Communication - Cathy, Engagement - Havaleh, Safety - Bob, Signage - Donna) b. In the interest of time, Shawn asked sub-committee leads to email him their comments. 10. Neighborhood Schools Greenway Update - Nic a. Bumped to February 11. Bike/Ped Staff Update – 2/10/2021 • UPWP Scoping: The current proposal for this project reflects the following: Includes the project area extending from Hannaford Drive, along Queen City Park Road and Austin Drive to the Burlington Bike Path at Oakledge Park. This would be done as a regional project and would start as soon as we can get it going with the existing funding in the UPWP and supplement with additional funds next year. • VTrans Small-Scale Bike/Ped Program Grant: Staff met and decided to move forward with the crosswalk at Twin Oaks/Kennedy Drive project for this grant application. • Hinesburg Road Crosswalks (between Kennedy Dr. and Williston Rd.): Staff has reached out to VTrans to discuss how best to move these crosswalk projects forward, and will update the Committee as more is learned. Penny for Paths Projects Updates – 2/10/2021 • Jug Handle Sidewalk: Construction on hold for the season. Additional lighting work and landscaping will take place in the spring of 2021. • Allen Road Rec Path: All easement documents have been signed and recorded in the clerk’s office. Staff has reviewed the construction bid documents for this project, and are still working to revise them and get them ready for release. The biggest change is to allow bids to be submitted electronically and for all in-person meetings to be held virtually as a result of COVID restrictions. We still hope to select a contractor in spring/early summer of 2021. • Airport Parkway Sidewalk & On-Road Bike Lanes: Design and engineering are still happening, and bid documents for this project are being drafted. Construction would be slated for late spring/early summer. • South Dorset Street Shared Use Path: Tonight is the Public Forum for this project. The design is still moving through the NEPA permitting process, and the Phase 1B Archaeology Study has been completed. • Underwood Parcel Shared Use Path: Staff recommended the SE Group to work on the design and engineering for the viewing area, on-site parking, and pedestrian connectivity elements. Once we can officially kick off that portion of the work, we will have a better idea of when we can begin the permitting process for these elements in conjunction with the shared use path. • Kimball Culvert & Bike/Ped Infrastructure: This project is in the final permitting stages. The team is still hoping that construction of this project can begin in the spring/early summer. A recent cost estimate for the bike/ped infrastructure portion of this project comes to about 205K, which is more than what has been budgeted for in the CIP. Staff believes that leftover funds from the Jug Handle project can be move to this one to cover the gap. • RRFB Upgrades & Dorset Street Barriers: Public Works has indicated that these projects will not begin until the spring. Neighborhood-Schools Greenway The Concept Create a ​Neighborhood Greenway​ from Elsom Parkway to Dorset St to create a "Safe Route to School" for middle and high schoolers. This could involve pavement markings and signs. Also would involve installing a key crosswalk on Hinesburg Rd at Prouty Parkway (already planned but not executed) which is technically a state-controlled road. For safety, pleasantness, placemaking, neighborhood calming. Could have 20mph speed limit? Art? The Route Essentially following a 1 mile route from Williston Road ●Down Elsom Parkway, ●through the City Owned woods at the end through to Prouty Parkway, ●crosswalk over Hinesburg Rd, ●Up Hinesburg a little on the West Side path, ●Down Sunset Ct (lilac has a path at the end but it is private property. People use it now but likely would not be able to have a sanctioned route on it), ●through the official city ROW path from Birch St to O’Brien, ●along O’Brien Dr on the street and then ●through the cut at the end of Barrett to the Middle School. The Need: Planning help. Use of the LM Demonstration Trailer. Expertise. Signs Timing: Would be awesome to spend the winter planning and do a two month pilot from April 15-June 15. Could do a bunch of promotion in colab with the two schools to encourage kids to walk and ride the route to school especially during May Bike Month. May and June, could gather feedback from users to find out if they have walked or biked to school before, if this encouraged them to, if they felt safer etc. Late June, could gather additional feedback and hope to do permanent installation during August. Outreach/Engagement ●State - Demonstration project permit - Jonathon ●Neighbors - Getting buy in and excitement ●School Community - Nic to ask if school can provide list of where students are located? No names etc? Have bike-ped committee to ask ●Metrics if it helped - before and after surveys ●Current users Other thoughts Middle of the day activities - walking groups - Could there be some connectivity there. Dana to concept. Connection with Rec and Parks on greenway to camps. Dana to reach out to Ben McShane Review Concept approved by SBBPC on Nov 2019 to explore and plan. Emailed Local Motion Nov 15, 2019 to ask for their support. Signs Should design and install lawn signs along the route (with the hope that it becomes permanent signage after that). This would help be a visual reminder to walk and bike to school. Could use a design like this…(total hack job but you get the idea) Phase 2: If successful, could expand the greenway to connect the Chamberlin Neighborhood across Williston Road (crosswalks planned there too) through to the schools as well as south down Dorset St with signage Phase 3: Do the same at Orchard to get kids from that neighborhood to bike to HS/MS and to elementary school. Lots of neighborhood streets and some great path connections too. See orange lines for greenway connectors
