INCIDENT TYPE: Disorderly Conduct by electronic means, Disclosure of explicit images without the owner’s consent, lewd and lascivious conduct.
BRIEF NARRATIVE:
On Tuesday May 1st 2018, the South Burlington Police received a complaint of pornography being sent
anonymously to multiple victims through the Instagram messaging application. Investigation and
subsequent search warrant determined Cody Ly (age 21 of Williston VT) was responsible for the communications on the Instagram account. Over the course of 4 days, Ly sent the victims nude images of themselves from when they were 15 and 16 years old. Ly made unwanted sexual statements towards the victims and also sent lewd videos of himself masturbating. Upon executing a search warrant,
multiple electronic devices were seized and are awaiting analysis. Ly was issued a citation to appear at
the Superior Court of Vermont on July 10th at 08:30 for the charge of Disorderly Conduct by electronic means, Disclosure of explicit images without the owner’s consent, and lewd and lascivious conduct.
