The initial call Officers received stated that a male, later identified as Edmund Harris, 29, of Fairfax, Vermont had touched a female he did not know inappropriately inside the business during a concert. Harris was asked to leave by Higher Ground security staff at which point he became assaultive towards them. Officers arrived on scene and attempted to place Harris into investigative detention due to his assaultive behavior, however, Harris resisted Officers attempts to do so. Harris was eventually detained and an investigation into the allegations against him ensued. As a result of their investigation, Officers learned that Harris was intoxicated and approached a female that he did not know inside the concert venue and touched her inappropriately. When Higher Ground security staff was notified of this they asked Harris to leave and attempted to escort him into the lobby of the establishment. Harris refused to cooperate with staff and assaulted a Higher Ground staff member while creating a disturbance inside the venue. Harris was eventually brought into the lobby of the establishment where a short time later he came belligerent with staff again and needed to be restrained until the arrival of the police, at which time he resisted Officers’ efforts to take him into custody. Harris was subsequently placed under arrest and transported to the South Burlington Police Department for processing.
