Joint Meeting of the Economic Development Committee and the
Affordable Housing Committee Called to Order at 5:31 PM
1. Welcome: The EDC Chair
2. Instructions on exiting building in case of emergency.
3. Minutes of the September Committee meeting approved
4. Agenda Review: Additions, deletions, or changes in order of
agenda items. There were no additions to the agenda.
5. Comments and questions from the public not related to the
agenda: There were no comments from the public.
6. Presentation by Affordable Housing Committee.
a. History of the Committee reviewed.
b. Committee updates EDC on current projects/priorities.
Discussed the following issues/priorities:
b.1 Moderate income housing and developers.
b.2 Waiving permit fees for moderate income
development.
b.3 How to implement moderate housing development
requirements without discouraging developers. b.4 The impact Interim Zoning initiatives have on
housing development and where conflicts might occur.
b.5 Demographics developed by Affordable Housing
and their impact on housing shared/discussed.
b.6 The potential for “pro-unit zoning changes”
discussed.
7. EDC Chair Outlines Committee Priorities
a. City Manager Kevin Dorn is talking to local businesses
on behalf of the EDC to gauge their needs/priorities. b. Committee is beginning to focus on the Exit 14b issue
and how it could impact economic development.
c. The impact public transit and it’s expansion might have
on economic development in the City and what role the
Committee can play. d. Airport issues and the impact on housing/economic
development.
8. Open discussion among EDC and AHC committee members
on the following issues:
a. The Open Space Committee’s proposal to add 2 cents
to the Grand List for open space acquisition and the
impact on housing and economic development of taking
“land,” “off-market” permanently.
b. Justification for inclusive housing.
c. Sandy Dooley, AHC asked: “What can the AHC do for
the EDC?” Discussion on how committees can work
together ensued. No specific plans adopted.
9. AHC asks for and official Resolution from the EDC
supporting affordable housing in the City.
a. EDC will consider. No action taken at this time.
10. Adjourn: The Committee adjourned at 7:07 pm.
