The property is zoned R4. This meets the minimum requirements of 9,500 square feet for the minimum lot size and 80 feet of frontage. The property abuts land of Fire District #1 and the Potash Brook Conservation zone. Setbacks will have to be observed but should not be a major problem. 11) CHARLIER, PARK & FLY, WHITE STREET EXTENSION The applicant proposes to construct the Park and Fly Business at the end of White Street on White Street Extension. This is the same applicant and operation that was approved on Gregory Drive. The area is zoned "Airport" and is a permitted use as determined by the City Attorney. Access and Circulation: Access is from the end of White Street Extension through separate 20 foot entrances and exits. Parking: The plan shows 207 Spaces. Landscaping and Screening: A $3750 landscaping bond shall be posted prior to permit. The plan meets this requirement. Sketch Plan application of John Hodgson for a 2-lot subdivision at 11 Maple Avenue, Queen City Park Mr. Hodgson said there is sufficient sq footage and frontage to subdivide. The land falls away to a stream. He said he might possibly build a house on the land someday. He has improved the current structure. There were no major objections and Mr. Jacob agreed to view the property and give his opinions. Site Plan application of Robert & Lynn Charlier for construction of a 1040 §q ft building for Park & Ely business located on White St. Extension Ms. Charlier noted the Commission approved a location at Gregory Industrial Park but there was a concern about traffic so they got another site. They have met with the Airport people and no objections were made. Mr. Duncan said the land is 2.4 acres, accessed from White St. Extension. It backs along the Airport fence. The project will not have any car service area, just arrival/departure facilities. They can park 207 cars on site. The area will be mostly crushed stone. The site collects torm water from the airport and there is an area that ponds water. This is alleviated by a 12" main. The pond will be enlarged and maintained. Mr. Szymanski suggests upgrading White St. Extension to a public street. The Charliers have bought the land across the street and they suggest making it a prive street. Mrs. Maher said the Commission will insist on sidewalks. Szymanski, City Manager Re: Hodgson Subdivision Date: 10/8/85 Maple Street is the most sub -standard City street. Portions of it have only about 10 feet of right-of-way width. Houses and garages are built on or very close to the street rights -of -way. Being so restricted, it is difficult to maintain,especially snow removal. It requires one way travel, with no turnaround, and backup some 400 feet into Central Avenue. Further subdivision on such a street would only add to the existing difficult conditions. A number of City Officials (Street Department Chief and Fire Chief) have expressed concern about the quality of Maple Avenue in front of the proposed lot. If this subdivision is granted, that road would have to be brought up to standard with pavement at least 24 feet in width. The slope of the lot is not so much of concern since it is probably buildable, although it will be costly. Pleae call me to discuss this and any further steps you want to take.
