HomeMy WebLinkAboutSP-17-10 - Decision - 0010 Farrell Street#SP-17-10 CITY OF SOUTH BURLINGTON DEPARTMENT OF PLANNING AND ZONING TEN FARRELL STREET, LLC — 10 FARRELL STREET SITE PLAN APPLICATION #SP-17-10 FINDINGS OF FACT AND DECISION Ten Farrell Street, LLC, hereinafter referred to as the applicant, is seeking after -the -fact approval to amend a previously approved plan for a 26,125 sq. ft. mixed use building with an umbrella approval. The amendment consists of adding one (1) parking space, 10 Farrell Street. Based on the plans and materials contained in the document file for this application, the Administrative Officer finds, concludes, and decides the following: FINDINGS OF FACT 1. Ten Farrell Street, LLC is seeking approval to amend a previously approved plan for a 26,125 sq. ft. mixed use building with an umbrella approval. The amendment consists of adding one (1) parking space, 10 Farrell Street. 2. The owners of record of the subject property is Ten Farrell Street, LLC. 3. The subject property is located in the Swift Street Zoning District. 4. The application was received on February 7, 2017. 5. The plan submitted is entitled "Restriping Layout Plan 10 Farrell Street", prepared by SMM Environmental Engineering, and dated 9/01/16. DIMENSIONAL REQUIREMENTS 6. All coverages will remain the same. 7. Setback requirements will continue to be met. SITE PLAN REVIEW STANDARDS Section 14.06 of the South Burlington Land Development Regulations establishes the following general review standards for all site plan applications: Only the standards below are affected by this application. All other standards will continue to be met. - 1 — #SP-17-10 Landscaping 8. No landscaping was submitted. The landscaping plan must be revised to match the site plan with regard to number of parking spaces. PARKING 9. Prior to this approval, the applicant restriped the parking spaces along Swift Street to more efficient striping resulting in an increase of one (1) parking space to 89 spaces which includes four (4) handicapped spaces. It is possible that functionally, the prior striping resulted in this number of cars parking in this area. The site plan does not indicate a bike rack so it will have to be revised to show at least one (1) bike rack. •oyM".1 10. The site plan does not show the snow storage areas so it will have to be revised to include the snow storage areas. DECISION Based on the above Findings of Fact, the Administrative Officer herby approves site plan application #SP-17-10 of Ten Farrell Street, LLC, subject to the following conditions: 1. All previous approvals and stipulations which are not superseded by this approval will remain in effect. 2. This project must be completed as shown on the plan and shall be on file in the South Burlington Department of Planning and Zoning. 3. The site plan must be revised to show the changes below and will require approval of the Administrative Officer. Three (3) copies of the approved revised plan must be submitted to the Administrative Officer prior to permit issuance. a. The site plan must be revised to show a bike rack. b. The site plan must be revised to show the snow storage area(s). c. The landscaping plan must be revised to show the additional parking space. 4. The applicant must obtain a zoning permit within six (6) months pursuant to Section 17.04 of the Land Development Regulations or this approval is null and void. 5. The applicant must obtain a Certificate of Occupancy from the Administrative Officer prior to using the additional parking space. 6. Prior to issuance of a zoning permit, the applicant must submit to the Administrative Officer a final set of project plans as approved in digital (PDF) format. -2— #SP-17-10 7. This Notice of Appeal must be accompanied with a $233 filing fee and be filed within 15 days of the date of this decision.
