HomeMy WebLinkAboutSP-02-14 - Decision - 0009 Ethan Allen Drive#SP-02-14 FINDINGS OF FACT AND DECISION STATE OF VERMONT COUNTY OF CHITTENDEN CITY OF SOUTH BURLINGTON Re: Site plan application #SP-02-14 of Robert Shand to amend a previously approved site plan for a 10,000 square foot warehouse building. The amendment is for minor landscape and cite changes involving coverage, parking, dumpsters, and landscaping, 5 and 9 Ethan Allen Drive. On the 19"' of March 2002, the South Burlington Development Review Board approved the request of Robert Shand seeking site plan approval under Section 26.10 of the South Burlington Zoning Regulations based on the following findings: 1) This project consists of amending a previously approved site plan for a 10,000 square foot warehouse building. The amendment is for minor landscape and site changes involving the coverage, parking, dumpsters, and landscaping. This project was last reviewed on 18 April 2000. 2) The owner of record is Robert Shand. 3) Landscaping: The minimum landscaping requirement based on the cost of construction is $6,000. Supplied to staff at the last approval in April of 2000 was a contractor's bid for a total of $6,148. The installed plant material does not reflect what was proposed for this approval. The site plan with the current application does not list the correct plant material, size, and number. The city arborist has determined the species of the installed plant material. Based on the arborists observations the applicant has spent the landscape requirement of $6,000, but the site plan should be revised to include the correct number of each species, common and scientific name, and size. 4) Coverage: Lot #2 building coverage is 9.7% (maximum allowed is 30%). Overall coverage is 18.6% (maximum allowed is 70%). 5) Parking: Required parking is six (6) spaces, 13 are shown. One accessible space is provided. Currently there is no bike rack shown on the plan.. The plan should be revised to show one on the site plan. 6) Dumpsters: Currently no screened dumpsters are shown on the plan. The plan should be revised to show any screened dumpster locations. DECISION AND CONDITIONS Based on the above Findings of Fact, the South Burlington Development Review Board approves site plan application #SP-02-14 of Robert Shand to amend a previously approved site plan for a 10,000 square foot warehouse building. The amendment is for minor landscape and site changes involving the coverage, parking, dumpsters, and landscaping, 5 and 9 Ethan Allen Drive as depicted on a site plan entitled "Shand Property Ethan Allen Drive South Burlington Vermont Revised Site Plan" prepared by Llewellyn -Howley, Inc., dated 5115101 with a stamped received date of 2/26/02, with the following stipulations: 1) All previous approvals and stipulations which are not superseded by this approval shall remain in effect. 2) The plan shall be revised to show the changes below and shall require approval of the Director of Planning and Zoning (hereinafter Director). Three (3) copies of the approved revised plan shall be submitted to the Director prior to permit issuance. a. The site plan shall be revised to show the location of a screened dumpster (if any proposed). b. The site plan shall be revised to show any changes to the landscape plan from the last approval and include a planting schedule. c. The site plan shall be revised to show the location of a bike rack. 3) The applicant shall obtain a Certificate of Occupancy/Compliance from the Administrative Officer once the project is completed. 4) Any change to the site plan shall require approval by the South Burlington Development Review Board.
