HomeMy WebLinkAboutSP-99-77 - Decision - 0575 Dorset Street#SP-99-77 FINDINGS OF FACT & DECISION STATE OF VERMONT COUNTY OF CHITTENDEN CITY OF SOUTH BURLINGTON Re: Findings of Fact, application of Lee Graham, South Burlington Police Chief, to amend a previously approved plan for a municipal building containing a City Hall, and Police and Fire Department offices, 575 Dorset Street. The amendment consists of constructing a 2400 square foot fenced auto storage area. On the �- � day of January, 2000, the South Burlington Director of Planning & Zoning approved the request of Lee Graham, South Burlington Police Chief, for site plan review under Section 26.10 of the South Burlington Zoning Regulations based on the following findings: 1. This project consists of amending a previously approved plan for a municipal building containing a City Hall, and Police and Fire Department offices. The amendment consists of constructing a 2400 square foot fenced auto storage area. The only issues affected by this amendment are landscaping, parking, coverage and the Conservation and Open Space District. 2. The property is located at 575 Dorset Street. The owner of the property is the City of South Burlington. 3. Coverage: Building coverage is 8.6% (maximum allowed is 30%). Overall coverage is 47.2% (maximum allowed is 70%). Front yard coverage is 77.2% (maximum allowed is 30%). The front yard coverage is an existing situation and will not be made any worse. 4. Landscaping: The proposed storage area will require the removal of several trees. However, the site is currently well landscaped with both existing and planted landscaping. 5. Sewer: No additional allocation needed as no additional employees are proposed as part of this improvement. 6. Parking: The new storage area will involve expanding the gravel parking area in the rear of the property. There will be no loss of existing parking spaces. 7. Traffic: No change. 8. Conservation and Open Space District: A CO District is located along the interstate ramp and also along a drainage way on the southwest portion of the property. The new storage area will be located outside of the CO District. The plan should be revised to show the 100 foot wide CO District along the drainage way. 9. Other: - A fence not exceeding eight feet in height will be installed around the auto storage area. There are several structures on the property that are not indicated on the site plan including storage shed and bus shelter. These should be shown on the plan. DECISION & CONDITIONS Based on the above Findings of Fact, the South Burlington Director of Planning & Zoning (hereinafter Director) approves the site plan application of Lee Graham, South Burlington Police Chief, to amend a previously approved plan for a municipal building containing a City Hall, and Police and Fire Department offices, 575 Dorset Street. The amendment consists of constructing a 2400 square foot fenced auto storage area as depicted on a plan entitled, "Site Plan for City Property - 575 Dorset Street - For Police Compound," prepared by J.H., and dated 12/28/99, with the following stipulations: 1. All previous approvals and stipulations which are not superseded by this approval shall remain in effect. 2. The plan shall be revised to show the changes below. Three copies of the revised plan shall be submitted to the Director of Planning & Zoning for approval. a) The plan shall be revised to show the drainage way on the southwest portion of the property and the corresponding 100 foot wide CO District along the drainage way. b) The plan shall be revised to show all structures on the property including the bus shelter and storage shed. 3. The height of the proposed fence shall not exceed eight (8) feet. A fence higher than eight feet shall require review and approval by the Development Review Board. 4. The applicant shall obtain a zoning permit within six (6) months pursuant to Section 27.302 of the zoning regulations or this approval is null and void. 5. The applicant shall obtain a Certificate of Occupancy/Compliance from the Administrative Officer prior to the use of the new storage area. 6.
