HomeMy WebLinkAboutDR-05-06 - Supplemental - 0359 Dorset StreetTO: South Burlington Development Review Board FROM: South Burlington Design Review Committee DATE: October 24, 2005 COPY TO: Neil and Barbara Shepard Design Review Application Master Signage Permit DR-05-06 359 Dorset Street The South Burlington Design Review Committee has reviewed the application submitted by South Burlington Realty Co. and finds the following: Neil and Barbara Shepard, hereafter referred to as the applicant, are seeking design review approval for a master sign permit for freestanding signs for the property located at 359 Dorset Street in the Dorset Street/ City Center Sign District. The master signage permit would also establish the design scheme for future tenants. Pursuant to Section 6 of the City of South Burlington Sign Ordinance, the erection, alteration, or relocation of any sign within this district shall require design review by the South Burlington Design Review Committee (DRC) and Development Review Board (DRB). Section 8 of the Sign Ordinance requires all property owners within the DS/CC Sign District to obtain a Master Signage Permit. 1. A Master Signage Permit shall be issued to the applicant by the DRB, prior to the issuance of any individual sign permit for the property. Individual sign permits shall be in compliance with the Master Signage Permit. DESIGN REVIEW CRITERIA In reviewing an application for signage, the DRC and DRB shall consider the following: (a) Consistent Design The design of a sign must be compatible and harmonious with the design of buildings on the subject property and nearby. The design of all signs on a property shall promote consistency in terms of color, graphic style, lighting, location, material and proportions. The Design Review Committee feels the proposed signs are compatible with the existing building and the surrounding buildings. The freestanding signs will be constructed of aluminum. The signs shall be no greater than 32" in width and 40" in height. The color of the background of the sign shall be a shade of off-white or tan. The lettering shall be a shade of brown and shall be darker than the background. White lettering shall be allowed for the street number only. The predominant colors used for logos or graphics shall be limited to shades of blue, red, and yellow. Graphics depicting the American Flag, war flags or ribbons, or other such flags shall be exempt from color restrictions. Any Design Review Application DR-05-04 Page 2 of 3 graphics used shall be smaller in size than the name of the business. The applicant has proposed shielded and downcast lighting for the freestanding signs. The proposed lighting is in accordance with acceptable lighting as defined in the South Burlington Land Development Regulations. The location of the sign is appropriately proposed to be outside of the city right-of-way and within the 16 foot sign corridor as established in the SBLDR. (b) Promotion of City Center Goals Signs within the DS/CC Sign District should be of high aesthetic quality and pedestrian oriented. The proposed signage is in compliance with this requirement. Graphics appear to be legible and aesthetically pleasing. (c) Color & Texture The color of the background of the sign shall be a shade of off-white or tan. The lettering shall be a shade of brown and shall be darker than the background. White lettering shall be allowed for the street number only. The logos or graphics used shall be limited to shades of blue, red, and yellow. The standard in Section 6(b)(3) states that, "The use of a maximum of three (3) predominant colors is encouraged to provide consistent foreground, text, and background color schemes." While the applicant has proposed a combination of four colors, the predominant colors will be limited to shades of brown. Any logos or graphics will clearly be secondary in size and dominance. 2. The colors of the free standing signs shall be limited to backgrounds of off-white or tan. The lettering shall be limited to shades of brown; graphics shall be limited to shades of blue, red, and yellow and shall be smaller in size than the name of the business. Graphics depicting the American Flag, war flags or ribbons, or other such flags shall be exempt from color restrictions. (d) Materials Used Pursuant to Section 20 of the Sign Ordinance, all signs shall be of substantial and sturdy construction, kept in good repair, and painted or cleaned as necessary to maintain a clean, safe, and orderly appearance. The Design Review Committee feels the proposed signs are compatible with the existing building and the surrounding buildings. The freestanding signs will be constructed of aluminum. 3. All signs shall be kept in good repair, landscaping surrounding the freestanding signs shall be kept trimmed and neat and shall not obscure the text of the signs. Design Review Application DR-05-04 Page 3 of 3 (e) Wall Mounted Signs Section 10 of the Sign Ordinance governs the size and location of wall -mounted signs. No wall mounted signs are proposed as part of this application. (0 Freestanding Signs Section 9(h) states that free-standing signs along Dorset Street are to be located in a sign corridor that begins adjacent to the road Right -of -Way and runs sixteen (16) feet from the edge of the Right of Way toward the building face. In those instances where dimensions do not provide for a two (2) foot setback from the Right -of -Way before a sign support post can be located, it is permitted to erect a centered single pole mounted sign of which the road side edge of the sign is directly outside the R.O.W. line. The proposed signs are in compliance with this requirement. Section 9(h) states that free-standing signs in the Dorset Street/City Center District may not exceed thirty-two (32) square feet in overall dimensions and may be no higher than twelve (12) feet, measured from the average finished grade at the base of the sign to the highest point of any part of the sign structure. The proposed signs are in compliance with this requirement. The proposed signs are less than (twelve) 12 square feet and stand at a height of (ten) 10 feet. RECOMMENDATION The Design Review Committee recommends that the Development Review Board approve Master Signage Permit #DR-05-06 conditional upon the applicant addressing the numbered items above. Basic substructure has not changed in size or color; old face boards have been replaced as before, using the same material as the original, and re -stained to match the building. There is only one tenant with an independent sign attached to the substructure. This location services the Veterans of all wars. The VA sign has just been refurbished and is 32 inches wide x 40 inches high. The colors on the sign represent the war ribbons that our service men and women proudly wear; the lettering is basically the same as before. Design Review Application #DR-05-07, Finard and Company. Finard and Company, hereafter referred to as the applicant, is seeking to amend a master signage permit for a multi -building lot (University Mall Realty Trust) located at 155 Dorset Street in the Dorset Street/ City Center Sign District.
