HomeMy WebLinkAboutDR-00-16 - Decision - 0001 0003 0005 Dorset Street#DR-00-16 FINDINGS OF FACT AND DECISION STATE OF VERMONT COUNTY OF CHITTENDEN CITY OF SOUTH BURLINGTON Re: Findings of Fact, design review application #DR-00- 16 of Signarama for: 1) a 56 square foot freestanding sign which will consist of a double sided five (5) foot by eight (8) foot internally illuminated box and two (2) two (2) foot by eight (8) foot internally illuminated reader signs supported by twin posts rising from a brick planter to an overall height of 12 feet, 2) one existing "Friendly's" 37.8 square foot wall sign, 3) two proposed "University Inn & Suites" wall signs totaling 70.2 square feet with one sign 24" high by 328" wide and the other sign 30" high by 410" in width, 4) four proposed window signs 3.83 square feet each or not to exceed 25% of the window area, 1 Dorset Street. On the 1st of August, 2000, the South Burlington Development Review Board approved the design review application of Signarama under Section 4 and Section 23 of the South Burlington Sign Regulations based on the following findings: 1. This project consists of: 1) a 56 square foot freestanding sign which will consist of a double sided five (5) foot by eight (8) foot internally illuminated box and two (2) two (2) foot by eight (8) foot internally illuminated reader signs supported by twin posts rising from a brick planter to an overall height of 12 feet, 2) one existing "Friendly's" 37.8 square foot wall sign, 3) two proposed "University Inn & Suites" wall signs totaling 70.2 square feet with one sign 24" high by 328" wide and the other sign 30" high by 410" in width, 4) four proposed window signs 3.83 square feet each or not to exceed 25% of the window area, 1 Dorset Street. 2. The owner of record is John Larkin. Design Review Criteria: 3. Consistent Design: The proposed "University Inn & Suites" signs will utilize the same colors as the free standing sign and will not exceed three colors. Information on the "Friendly's" signs was not submitted in time for the memo and therefore the overall compatibility of the signs was unknown. The current "Friendly's" signs are red and white and contrast to the proposed "University" signs. 4. Compatibility with City Center Goals: Signs within the Dorset Street/City Center District should promote pedestrian orientation, encourage the effectiveness and clarity of sign communication, and maintain and enhance the aesthetic quality within the district. Since the locations of the signs were unknown, the extent that the proposed signs comply with this requirement was unknown. The proposed wall signs should be located below the soffit of the buildings and not overhanging the corner of the building. J 5. Color and Texture: The color of the "University" signs will be green with white lettering and gold trim. It was unknown if the shades of the proposed wall signs will match those of the free standing sign. The applicant should bring color samples to the meeting to submit to the Committee. 6. Materials: The City Center goals seek to enhance the aesthetic quality of the district by promoting high quality natural materials. The "University" signs will utilize luxan or plastic. The materials to be employed in the other signs are unknown. There should be consistency in the materials used on the site. Since so much information was absent on the "Friendly's" signs it was unknown what the overall affect of the signs will be. The applicant addressed at the meeting the proposed signs affect on the aesthetic quality of the district. Additional Sign Ordinance Criteria: 7. Accurate Plot Plan: A site plan has been submitted. 8. Location of Features: Buildings, parking lots, driveway, and landscaped areas are depicted on the submitted site plan. 9. Computation of Maximums: The applicant has submitted information on the maximum area, number and height of signs. 10. Color Scheme: Incomplete. 11. Letteringor r Graphic Style: Incomplete as no information was submitted on the "Friendly's" signs. 12. Lighting: Incomplete as no information was submitted on the "Friendly's" signs. 13. Location of Signs on Buildings: No information was submitted regarding the location of signs on buildings. Elevations of the buildings should be submitted which depict the proposed signs. 14. Material: Incomplete. See above. 15. Sign Proportions: Incomplete information was submitted. The applicant was requested to submit additional information on the location of the signs in relation to the buildings as well as the dimensions of all of the signs. 16. Consent: The Master Signage Plan must be signed by all owners or duly authorized agents of the property and businesses involved. This was yet to be done at the time the memo was drafted. In addition, a design review application and the $10 fee were yet to be submitted. DECISION AND CONDITIONS Based on the above Findings of Fact, the South Burlington Development Review Board approves the design review application #DR-00- 16 of Signarama for: 1) a 56 square foot freestanding sign which will consist of a double sided five (5) foot by eight (8) foot internally illuminated box and two (2) two (2) foot by eight (8) foot internally illuminated reader signs supported by twin posts rising from a brick planter to an overall height of 12 feet, 2) one existing "Friendly's" 37.8 square foot wall sign, 3) two proposed "University Inn & Suites" wall signs totaling 70.2 square feet with one sign 24" high by 328" wide and the other sign 30" high by 410" in width, 4) four proposed window signs 3.83 square feet each or not to exceed 25% of the window area, 1 Dorset Street, as depicted on an ten (10) page report, page one entitled "University Inn Master Signage Plan", prepared by Signarama, with a stamped received date of 7/21/00, and a two page set of plans, page one entitled "Sign Submittal, University Inn, Dorset Street", dated 2/l/00, with a stamped received date of 7/21/00 with the following stipulations: 1. This recommendation for approval of the proposed sign design is based solely on the application's compliance with the design review criteria contained in Section 4 of the South Burlington Sign Ordinance. The determination of whether or not this application complies with all other requirements contained in the sign ordinance shall be made by the Code Officer. 2. Section 23 of the Sign Ordinance requires that a master signage plan be submitted for any lot within the Dorset Street/City Center Sign District. Prior to review by the Development Review Board, the applicant should revise the master signage plan to: a) Identify all illegal signs. The four "Friendly's" signs on the exterior of the windows of the Friendly's restaurant were neither approved by the Design Review Board or the Development Review Board. A sign permit was never issued for these signs. These signs, as they are displayed on the exterior of the building, are illegal signs. b) Revise section 1.C.2. (b) to state that the proposed window signs for Friendly's will be placed on the interior of the windows as required by Section 15 (1) of the South Burlington Sign Ordinance, 3.
