HomeMy WebLinkAboutSP-23-11 - Supplemental - 0225 0267 Market Street (10)APPLICATION FOR SITE PLAN REVIEW CITY CENTER FBC DISTRICT SUPPLIMENTAL NARRATIVE Block A (Lot N) – Market Street & Garden Street March 17, 2023 INTRODUCTION: This application proposes the phased construction of the following three buildings on Block A (Lot N): Building A1 – a mixed use building with a parking garage in the basement, 13,500 square feet of commercial tenant space and amenity/support space on the first (street) floor, and 101 dwelling units. Building A2 – a mixed use building with a parking garage in the basement, 13,500 square feet of commercial tenant space and amenity/support space on the first (street) floor, and 62 dwelling units. Building A3 – a multi-family building with 50 dwelling units and a parking garage in the basement. The uses within the commercial spaces will be determined by market demand. Potential uses include a mix of restaurants, retail, and professional services. The interior layout, size, and exact footprints of the commercial tenant spaces will also be determined by the market, while meeting the requirements of the form based code. Construction will begin with Building A1, followed by Building A2, and lastly Building A3. SITE: The buildings will be constructed on Block A (Lot N) within South Burlington’s form based code City Center zoning district. Block A (Lot N) is bisected by the T-4 & T-5 transects. The site is located west of Market Street, north of Garden Street, and south of the future public street adjacent to #155 Market Street. Apartment buildings under construction are located across Garden Street to the south. Mixed use buildings are under construction across Market Street. An existing mixed use building is located to the north at #155 Market Street. City Hall, the library, and senior center are located to the northeast. CONSTRUCTION PHASING: Construction of the three buildings will be staggered over about 20 months. The following outlines the proposed approximate start of construction and occupancy dates: Catamount Run – Block A (Lot N) Proposed Commencement of Construction & Occupancy Building Construction Occupancy A1 November 2023 June 2025 A2 November 2023 June 2025 A3 March 2024 March 2025 PARKING: Shared surface parking for the three buildings will be provided within the interior of the block. Parking spaces in each of the garages will likely be assigned to residents. In addition, on-street parking will be available along Market Street and Garden Street. A total of 254 parking spaces are proposed for 213 dwelling units and approximately 27,000 square feet of commercial tenant space. The proposed parking is less than the maximum of 2 spaces per dwelling unit. There is no minimum parking demand for the commercial uses. The commercial uses will likely be focused on serving City Center residents, reducing their parking demand. Short term bike parking is provided along Market Street and at the rear of each building near the lobby entrances. Long term bike parking is provided in the parking garage for each building. Bike parking will be located at the front of the garage parking spaces, as well as in common areas within the garage. A vertical bike rack will be wall mounted, staggered between vehicle parking spaces (the vehicle space and bike space will be assigned to the same resident). The balance of the long term bike spaces will be provided in common areas using vertical wall mounted racks. OPEN SPACE: The open space requirement will be met using a combination of onsite and offsite open space elements. The Large Development Area open space credit utilizing the City Stormwater Park located off Market Street will be used to meet 50% of the open space requirement. The balance of the required open space will be met with a rain garden, pocket plaza, and multiple snippet/parklet spaces (see the Open Space narrative for additional details). INCLUSIONARY / AFFORDABLE HOUSING: Miscellaneous Application #MS 18-05 established compliance with inclusionary zoning requirements for current and future residential development within the Covered Development, which includes Block A (Lot N). The proposed buildings involve construction of 213 market rate dwelling units. Inclusionary housing units are not required for this application, based upon the findings for the Covered Development in the Miscellaneous Application approval. As required by conditions 10, 11, & 13 of the approval, an updated summary of the inclusionary and market rate units including this application is attached. WATER & WASTEWATER FLOWS: The following summarizes the water and wastewater design flows for the residential portion of the project. The design flows for the commercial uses will be determined once the uses are known. TRAFFIC IMPACT FEES: The Applicant requests that the approval of this application include a recommendation that the City Council approve a credit against the traffic impact fee for the value of the ‘in-kind’ contribution associated with the construction of the south segment of Garden Street. Final Plat application #SD-19-24 estimated the construction cost of the southerly segment of Garden Street to be $1,520,000.00. A portion of this ‘in-kind’ contribution has previously been applied to other applications.
