HomeMy WebLinkAboutSP-22-033 - Supplemental - 0112 Garden Street (10)Qualifying Open Space Narrative: 112 Garden Street / Lots M1, M2, M3 January 21, 2022 Introduction This application involves construction of a mixed use, multi story building comprised of 131 dwelling units and 1,800 sf of non-residential space. The open space requirement will be met using a combination of onsite and offsite open space elements. The City Stormwater Park includes the following required elements per LDR Appendix F: Enhanced or Recreational Wetlands/Stormwater Treatment Area Required Elements Elements Provided Description An existing wetland buffer or new stormwater treatment area which offers public amenities that exceed those minimally necessary for water resource management. City Stormwater Park complies – multiple amenities that exceed those required for stormwater management Size Shall include the land of the improvement (such as enhanced path, viewing platform, etc) and 50 feet to either side; total area shall not count as more than 50% of minimum required qualifying open space. Complies – area utilized by this application does not exceed 50% of require open space Location & Access Must be visible to public or tenants and users of building. Direct pedestrian access from adjacent public street type. Complies – the City Stormwater Park is directly adjacent to, and visible from, Market Street Seating, Tables, Etc. If functional for sitting and viewing, seating can be ledges, benches, and/or stairs. Complies – amenities include benches and boulders for sitting Landscaping, Design LID techniques; no fencing permitted. Complies – no fencing Commercial Services, Food Not permitted.Not applicable Sunlight and Wind Appropriate to the plant species selection Complies – sitting and walking areas have a mix of sun and shade Other Must be located on applicant- owned property. Complies – City Stormwater Park located within an easement on South Burlington City Center, LLC property Pocket Park: (4,200 square feet) A Pocket/Mini Park is proposed at the westerly end of the building. The Pocket / Mini Park extends along the Garden Street frontage from the primary building entry, to the westerly project (South Burlington City Center, LLC) boundary. Gravel wetland 5 is located to the south, and the existing stormwater feature serving Healthy Living Market is further west. The Pocket / Mini Park includes the following required elements per LDR Appendix F: Pocket / Mini Park Required Elements Elements Provided Description A small, landscaped green space, designed and managed as an outdoor living "room" for more limited passive recreation and social interaction. Complies – the Park begins are the building and extends westerly along Garden Street Service Area Intended to serve the immediate area (street, block) within walking distance (1/4 mile), including adjoining residences and businesses. Typically located mid-block, or on a street corner. Especially suited for infill development in neighborhoods that lack open space. Complies - located mid- block, intended to serve the proposed building and included non-residential use, as well as the public using the Garden Street sidewalk and paved path. Typical Features Path, seating area, trees, gardens, community garden playground, public art, small accessory structure; no onsite parking Complies – seating, trees, and artwork provided Size 2,000-20,000 sq. ft.Complies – 4,200 SF Lot Size 0% min, 50% max Complies – <50% - pocket park located on Lot L, which is primarily undeveloped Frontage Typically has frontage on one or two streets; and may be spatially separated from adjoining properties by attractive fencing and landscaping that define the space.
