Mr. Weith asked if a separate lot will be needed for the new building. Ms. Lindsay said no. Mr. Burgess asked if non -conforming lots are being created. Mr. Weith said not in this case. He added they will still be considered one lot for all other purposes. The entire PUD will always be looked at for any application. Ms. Lindsay noted they have picked up 15 additional parking spaces but lot one in front of Barnes & Noble, for a net gain of 14. They are requesting a small waiver for the new building. Mr. Burgess noted 455 are required. They actually have 445. Traffic use goes from 613 trip ends to 626. Mr. Weith said that is not an issue. Mr. Teeson commented that the parking garage looks good and can hardly be seen from Dorset Street. 10. Site plan application of Roger & Karen Howard to convert a 9,700 square foot retail building to marine sales & service, 1800 Shelburne Road: Mr. Howard said no changes to the building are proposed. Mr. Burgess said the only issue raised by staff is parking configuration. Mr. Weith said they have shown angled parking which is usually shown when traffic is continuing. In this case, he recommended perpendicular parking as there is enough room. Mr. Waxler said they will be using the area for boat display. Mr. Burgess said if it is display area, it must be called display area, not parking. Mr. Weith agreed. He asked to see where parking would be and where display area would be. Mr. Howard said boat display would be parallel to Harbor Road. He agrees to make parking spaces perpendicular. Mr. Waxler said boat display would not be within the 50 foot setback area. Members asked that this be stipulated. Members did not want a limitation on the number of boats that could be displayed but only on the location for display. Mr. Crow moved the Planning Commission approve the site plan application of Roger & Karen Howard to convert a 9,700 square foot retail building to marine sales and service, 1800 Shelburne Road, as depicted on plan entitled "Howard Cove Marine, Inc, 1800 Shelburne Road, South Burlington, VT, Site Plan," dated 8/22/96, with the following stipulations: PLANNING COMMISSION October 22, 1996 Page i� 1. All previous approvals and stipulations which are not superseded by this approval shall remain in effect. 2. The plans shall be revised to show the changes below and shall require approval of the City Planner. Three copies of the approved revised plans shall be submitted to the City Planner prior to permit issuance. a) The plan shall be revised to change the angled spaces along Harbor View Road to perpendicular spaces. A note shall also be added which indicates that the spaces along Harbor View may also be used for boat display area. b) The plan shall be revised to show one larger area where boats may be displayed in the Shelburne Road front yard. This area shall be located at least 50 feet from the Shelburne Road a right-of-way. 3. The parking spaces along Harbor View Road shall be striped as perpendicular spaces as shown on the approved revised plan prior to occupancy. 4. Any new exterior lighting shall be downcasting shielded fixtures so as not to cast light beyond the property line. Any change in lighting shall be approved by the City Planner prior to installation. The existing floodlight located on the north side of the building shall be replaced with a downcasting shielded fixture or modified to the City Planner's satisfaction prior to occupancy so as not to cast light beyond the property line. 5. The applicant shall obtain a zoning permit within six months pursuant to Section 27.302 of the zoning regulations or this approval is null and void. 6. The applicant shall obtain a Certificate of Occupancy/Compliance from the Administrative Officer prior to use of the building. 7. Any change to the site plan shall require approval by the South Burlington Planning Commission. Ms. Barone seconded. Motion passed unanimouslv.
