HomeMy WebLinkAboutSP-92-0000 - Decision - 1825 Shelburne RoadFINDINGS OF FACT & DECISION STATE OF VERMONT COUNTY OF CHITTENDEN CITY OF SOUTH BURLINGTON Re: Findings of Fact, application of Gable Warehouse, Inc. for conversion of an existing 17,036 square foot building to retail sales of auto parts (14,964 square feet) and general office use (2,072 square feet), and use of existing sheds and a portion of the property for boat and recreational vehicle storage, 1825 Shelburne Road. On the 29th of September, 1992 the South Burlington Planning Commission approved the request of Gable Warehouse, Inc. for site plan review under Section 19.10 of the South Burlington Zoning Regulations based on the following findings: 1. This project consists of converting a 17,036 square foot building (formerly Wickes Lumber) to a mixed retail and office use (14,964 square feet retail and 2,072 square feet office) and the use of accessory buildings for the storage of boats and recreational vehicles. The Zoning Board of Adjustment on 9/14/92 granted the applicant a conditional use permit for a mixed use consisting of auto parts sale and storing of boats and campers. 2. This property at 1825 Shelburne Road is located in the C2 District. It is bounded on the north by a 40 foot r.o.w. and Fassetts Bakery, on the east by an auto dealership and on the south and west by Vermont Electric Power transmission line. 3. Access/circulation: Access to the property is via a 40 foot r.o.w. from Shelburne Road. No access change proposed. Traffic circulation is acceptable. 4. Coverage/setbacks: Building coverage is 16% (maximum allowed is 30%). Overall coverage is 70.6% (maximum allowed is 70%). Applicant is reducing overall coverage from 73.2% to 70.6%. 5. Parking: This project requires a total of 46 parking spaces and 54 spaces are being provided including three (3) handicapped spaces. Parking stall dimensions and aisle widths meet minimum requirements. 6. Landscaping: The landscaping requirement for this project is $600 which will be met. Plantings will include Burning Bush, Cedar and Spreading Yew. 7. Traffic: This property is in Traffic Overlay Zone 5 which allows this property to generate a maximum of 194.5 vehicle trip ends (vte's) during the P.M. peak hour. There is no I.T.E. code that fits the proposed use. The applicant has provided traffic counts for two (2) stores in the Burlington area. These counts indicate that during the P.M. peak hour there would be approximately 35 vte's. I.T.E. estimates the office use to generate 7 vte's for a total of 42 vte's for the project. 8. Lighting: All exterior lighting is existing and consists of one (1) light on a 20 foot pole, one (1) light on a 14 foot pole (both of unknown wattage) and six (6) 250 watt building lights. 9. Dumpster: One (1) screened dumpster will be provided. 10. Sewer: No additional allocation necessary. 11. Other: --- the Fire Chief has approved the location of the new fire hydrant. --- the plan should be revised to show the correct amount of office space to be rented. DECISION & CONDITIONS Based on the above Findings of Fact, the South Burlington Planning Commission approves the site plan application of Gable Warehouse, Inc. for conversion of an existing 17,036 square foot building to retail sales of auto parts (14,964 square feet) and general office use (2,072 square feet), and use of existing sheds and a portion of the property for boat and recreational vehicle storage as depicted on a plan entitled "Gable Auto Supply, (Former Wickes Lumber), Site Plan", prepared by Civil Engineering Associates, Inc. and dated 8/92 last revised 9/18/92, with the following stipulations: 1. The applicant shall post a $600, 3-year landscaping bond prior to issuance of a zoning//building permit. 2. The site plan shall be revised prior to issuance of a zoning/building permit to indicate the correct square footage of proposed general office space. 3. Any new exterior lighting or change in existing exterior lighting shall be approved by the City Planner prior to installation. 4. The plan shall be revised prior to issuacne of a zoning/building permit to show a maximum total lot coverge of 70%. The revised plan shall be approved by the City Planner. 5.
