This permit is being revoked because information provided on the size of the building on this property was incorrect which limits the size of the sign to 40 square feet. The issue in question is whether the building at 1650 Shelburne Road is 10,000 square feet or larger to qualify for up to 50 square feet of signage on a free-standing sign. City records indicate that it is 9812 square feet. You may either apply for a 40 square foot sign or show the City Assessor that the building is indeed more than 10,000 square feet and have him reflect this in his records in which case a 50 square foot sign would be acceptable. Other Business: a. Mr. Weith advised that Chappel Florists want to add a hair salon business in front of the building. They will go to the Zoning Board for a multiple use permit as the Zoning Administrator has ruled that they need a variance. Since it is a retail use, the Planning Commission doesn't have to review it. Members had no problem with this. 2. Minutes of 11 May 1993: Mr. Weith noted that on p. 10, stipulation #7 was omitted and should read as follows: "Prior to final plat, the ap- plicant shall evaluate the capacity and emergency storage of the existing pumping station and provide evaluation re- sults to the City Engineer." Mr. Craig moved the Minutes of 11 May be approved as amended. Mr. Austin seconded. Motion passed 6-0 with Mrs. Maher ab- staining. 3. Site plan application of Willie Racine's, Inc., for ex- pansion of an existing parking lot serving an automobile sales and service facility, 1650 Shelburne Rd: Mr. Racine said they will expand along the south and east side by 10 to 12 feet. This will give them an ad- ditional 20 parking spaces and will also provide more space PLANNING COMMISSION 8 June 1993 page 2 in back between parking and the building. The other two sides of the lot will stay the same. Mr. Sheahan noted the Fire Chief has a problem with vehicles parked in the driveway on the west side. Mr. Weith noted the Chief also recommends removal of 2 parking spaces for easier turning radius. The applicant had no problem com- plying with both requests. Mr. Austin moved the Planning Commission approve the site plan application of Willie Racine's, Inc., for expansion of an ex- isting parking lot serving an automobile sales and service facility as depicted on a plan entitled "Plat of Survey, Wilfred R. & Annette R. All previous approvals and stipulations which are not superseded by this approval shall remain in effect. 2. The plan shall be revised to show the first two spaces near the westerly access removed. The access drives shall be kept free of parked vehicles in order to maintain safe - and adequate access to and from the site. 3. A zoning/building permit shall be obtained within six months or this approval is null and void. 4. The applicant shall obtain a certificate of occupancy from the Administrative Officer prior to occupancy of the expanded parking area. 5. Both curb cuts are on Green Mountain drive and will not be changed as part of this application. Display vehicles are being displayed within the westerly access drive reducing the width of this access. Staff . recommends that vehicles not be allowed to be parked in the accessJ® V- drive . Circulation is adequate for passenger vehicles but not for emergency vehicles (see Chief Goddette's memo). Coverage/setbacks: Building coverage is 11% (maximum allowed is 30%). Overall coverage is 66% (maximum allowed is 70%). Front yard coverage is 0% (maximum allowed is 30%). Setback requirements are met. Parking: This facility requires a total of 20 parking spaces for customers and employees and 39 spaces are being provided. Landscaping: There is no minimum landscaping requirement for this project. Belair, Zoning and Planning Assistant Encls RJB/mcp Preliminary Memo - Planning June 8, 1993 agenda items May 24, 1993 Page 2 BRET KERNOFF - ACCESSORY BUILDING EXPANSION - SITE PLAN --- lot coverage information should be submitted for building, overall and front yard. --- plan title should reflect that this is a site plan for 1197 Williston Road not 1203 Williston Road. --- plan should not show spaces 1, 2 and 3 which were removed by the Zoning Board. --- provide current uses in the main building including retail floor space. --- describe in detail the proposed uses of the expanded accessory building. PILLSBURY MANOR III - ADDITION/MODIFICATIONS - REVISED FINAL PLAT --- applicant should confirm the total number of units in the facility. --- the plan should show a sidewalk along the easterly side of the emergency access lane as was originally approved if coverage limits can be met. --- dumpster should be screened and shown on the plan. --- plan should show exterior lighting locations. --- existing decks on the west side of the building must be shown. --- a turn -around space should be provided at the southerly end of the emergency access lane. --- a planting schedule should be provided which indicates the type, number and size of all existing and proposed landscaping. --- the previously approved plan showed more plantings of a larger size than is existing between the building and the westerly property line. In order to mitigate the reduced side yard setback, staff recommends additional plantings with a substantial size in this area. --- the previously approved plan showed clumps of trees around the retention basin while the proposed plan shows only one (1) crabapple tree. Staff recommends that a dense cedar hedge be planted on three (3) sides of the basin to screen it from adjoining property owners. --- the existing white cedar hedge between the Byrnes property and this project should be extended to the north to screen the proposed addition. --- the previously approved plan called for 11 Red Maples in the park area, the revised plan shows only six (6) of these trees. WILLIE RACINE'S, INC. - EXPAND PARKING - SITE PLAN --- plan should show parking layout after proposed expansion. M E M O R A N D U M To: South Burlington Planning Commission From: William J. Szymanski, City Engineer Re: Preliminary Comments June 8, 1993 agenda items Date: May 17, 1993 PILLSBURY MANOR III, WILLISTON ROAD 1. The concrete sidewalk should be separated from driveway by a grassed strip at least 5 feet in width to discourage parking on it. This grassed strip should be landscaped. 2. The sidewalk along the exit drive is shown as existing, however, it does not. It should be constructed and separated by a 5 foot grassed strip. 1197 AND 1203 WILLISTON ROAD 1. The distance between the two buildings is about 30 feet allowing parking spaces No.1,2 and 3 within this distance makes it one way traffic. These three spaces should be eliminated to make it a two-way drive. 2. The existing curb cut is about 37 feet in width or about seven feet wider than the distance between the buildings. Widening to 40 feet will be of no benefit. 3. Williston Road r.o.w. line is along the property edge of the 5 foot sidewalk. The plan shows it about 4 feet away. WILLIE RACINE, SHELBURNE ROAD Plan received April 27, 1993 is acceptable. GRISWOLD QUARRY, GREEN ACRES DEVELOPMENT, HINESBURG ROAD 1. The resulting pond is expected to be about 85 feet in depth with almost vertical walls on all sides. If possible, the sides should slope at a slope of one on one (45 degrees) maximum. 2. If the recharge is disrupted and a pond does not result, the bottom of the quarry should be covered with 6 inches of soil and the area seeded. 3. The site should be secured with a chain link fence 8 feet in height. nutlt N urliugtvu Nire +43 epttrtmeut f 575 +4lurset _3trcrt uutb 'Snrlingtun. 13 rrmnnt 11540 ' FAX: (802) 658-4748 (802)658-7960 TO: SO.
