MEMORANDUM TO: SOUTH BURLINGTON PLANNING COMMISSION FROM: RICHARD WARD, ZONING ADMINISTRATOR RE: GULF OIL COMPANY, 101+1 SH ;LBURNE ROAD DATE: MARCH 41 1976 Zoning Board. of Adjustment granted Gulf Cif Co. a variance on March 1. 1976 (See Page memo). Proposed building, 2411011 x 71611 will set back 74 feet. Proposed pump island will set back 49 feet - edge of canopy will be 40 feet. Zoning Eoard of Adjustment informed by Mr. S. Pelton of Gulf Oil Cc. that a recent attempt to acquire additional land was unsuccessful. Area is zoned B.P.D. District - service stations are conditional use (See Mr. Page's memo). Landscaping: Based on an V0,O00 development cost (figure furnished by Gulf Gil) the present planting does not conform (f.1,y/0O required). Proposed Blue rug junipers (31) do not have a value equal to required amount, however, if the existing landscaping (hedgerow on rear line and existing tree to south line) are maintained plus additional screening along north and south line is added, the required landscaping would conform. Recommendation: 'ront yard b-affer strip be increased in size to a minimum of 15 feet from edge to property line. Screening along south and north property lines, evergreens (pine or arborvitae) 4 to 5 ft. in height; 5 ft. on center, approximately 12 to 14. Mr. Page's recommendation regarding paving a driveway connector to north side of property should be conditioned only when the adjacent property is developed. 2 Sidewalk along frontage (this is a policy of the City for the Shelburne Road). Install grit -trap in last catch basin before entering open drainage ditch. Proposal- To convert an existing gasoline service station into a self service operation with canopy. II. Zoning Board Acti n- Variances granted for a) non conforming use and structure (gas stations are conditional use in BPD), b) less than 50% of required front yard landscaping, and c) front and rear yard setbacks. III. Comments on Plan dated 10/24/75. rev. 2/12/76. # S-00 I have inspected the site; the City Engineer has reviewed storm drainage and traffic access (comments following). Landscaping, (Sect. 11.705), should extend around the side and rear lot lines. The existing hedgerow on the rear line satisfies this requirement, while new plantings should be installed along the north line and southern edge of the existing paved area. Care should be taken during site work to protect existing trees along the south and west property lines. The Plan shows a rather small front yard, buffer area, which, if enlarged, would improve aesthetics and traffic flow. Traffic access would be facilitated by the 35' wide curb cuts as shown, the northerly one being one way in and the southern one, an exit only. Driveway curb radii should be at least four feet. A single, two-way driveway is not feasible for a service station on a lot this size. (sect. 11.703) To improve circulation, provisions for extension of a driveway to the north property line should be made, near planting area "A".
