Kennedy said he had sent 2 letters to the Planner discussinE what he projected in additional traffic movements from the change in use. Using trip generation figures from ITE he has determined that there will be 9 more total vehicle trips. This is less than lh and does not seem to have any functional effect on the intersections, he said. Kr. Levesque felt the esthetics of the area would be improved if the parking lot were szaller. Screening the lot from Shelburne Road was discussed. ',:r. :alsh found it hard to accept the trip generation figures, feeling that converting an unsucessful card shop to a erellby's would not be &miner traffic change. ::r. Mona felt that the approaches to the mall did not seer to have any problems, noting that he never had to gait for 2 liE::t cycles. ':r. Ewing 4sked about an easement to the rear of the Tire "r'arehcuse and the motel on S::elburLe Road, notinE that it did riot have to be Fut in place new, but if one of the uses on Sh elburne Road changed, there wc;:ld be the option to have traffic enter it from the barking lot instead of Shelburne Ecad. Mr. Spitz noted that the drug store was not a 7crmitted use unless it were in a PCD. He said this lot met the acreage and lot frzntaf-e requirements, but he did not know about the level of service at the nearest siErallized intersecticne. He felt the increase was minor, but under a strict interpretation of the ordinance, they were discussing a PCD. He felt the Commission had to designate the irtersections it warted studied. Xr. Poger warted to enforce the ordinance as strictly as 'possible, notinE that this was the first such application to co=e to the Co=issicn. He said the intersections in ouestion were Brewer Parkway and the main entrance and Queen City Park and Shelburne Roads. Obtaining actual traffic counts to determine level of service was discussed, but .r. Spitz felt that the figures from 1978 could be updated and provide accurate figures. Ix. Kennedy noted that it was an involved process to deter--ine level of service. rr. ,'•:ona felt this was an existing PCD and that the only question before the Commission was the use. Mr. Levesque agreed with Xr. I•:ona, but Messrs. Ewing and ',Walsh agreed with Xr. PoEer, and it was decided to apply the FCD criteria. %r. Ewing stated that he hated to do it for such a small change. Mr. Spitz noted that using the enclosed sidewalk area was what caused the traffic increase over what is there now. He added that because this was a minor change, the Commission could designate this a PCD and then waive some of the criteria, but he was not sure he would recommend that. Mr. Poger wanted to determine the levels of service before the Co=ission used any waiver powers. Yr. i:ona did not agree. i'r. PoEer was willing to use the 197E figures and have them updated instead of requiring a new count. Mr. ::ona proposed granting approval but tequiring the developer to measure the level of service. If it turned out to be D, not C, the Co=ission would use that fact to retract approval.
