The Ridgewood Pond was originally built during the construction of the Ridgewood Estales The 2010 modification to the outlet structure included the addition of a 3-inch orifice at elevation 509, 10 The horizontal opening of the existing 36-inch RCP outlet pipe Is at elevation 510.55. A 42-inch metal hood and grate were placed over the 36 inch RCP and secured in place over the RCP with metal rods approximately 0 4 feet above the horizontal opening at the top of the existing 36-inch RCP. The elevations of the orifice, horizontal opening and top of hood were obtained in the 2010 survey and adjusted to match the 2006 assumed datum from Benchmark Ni. 13. For Basin #1 SBSU used an assumed an elevation of 100.00 for the existing adjacent sanitary pump station hatch cover as a datum. The 2006 survey recorded an elevation of 490.15 for this cover. Elevations collected by SBSU for Basin #2 utilized the 2006 assumed datum for Benchmark #1. 10, For Basin 91, the elevations of the inverts of the outlet pipe and the 2-inch orifice on the outlet structure, and the average elevation of the pond bottom are 482.62±. The outlet structure's rim/grate elevation is 484.52 ±. 11. For Basin #2, the elevations of the inverts of the outlet pipe and the 2-inch orifice on the outlet structure are 486.64±, The average elevation of the pond bottom is 486.58+. The elevations of the plugged 2-inch orifice and the invert of the inlet pipes in the northeast area of the basin are 487.01 +. The outlet structure's rim/grate elevation is 489.75;t 12. The Ridgewood Pond was originally built during the construction of the Ridgewood Estates. The 2010 modification to the outlet structure included the addition of a 3-inch orifice at elevation 509.10. The horizontal opening of the existing 36-inch RCP outlet pipe is at elevation 510.55, A 42-inch metal hood and grate were placed over the 36-inch RCP and secured in place over the RCP with metal rods approximately 0.4 feet above the horizontal opening at the top of the existing 36-inch RCP. The elevations of the orifice, horizontal opening and top of hood were obtained in the 2010 survey and adjusted to match the 2006 assumed daturn from Benchmark #1. 13. Stormwater runoff treatment facilities shall be accessed by private 12-foot wide gravel access roadways located within 20-foot access easements to the City of South Burlington. 14. Rim and invert elevations for catch basins from 2010 survey adjusted to the 2006 assumed datum. Elevations listed for CB1 through CBS were calculated using the elevation data for the existing sanitary pump station hatch cover. He then showed pictures of the proposed ponds. Mr. Dinklage asked if there is any erosion today from the existing ponds. Mr. Conway said there is not. He added that they have met with the Stormwater Superintendent and there do not seem to be any issues. Ms. LaRose said Mr. DiPietro will look at the plans, but he didn't anticipate any problems. Meeting Date: September 19, 2006 The applicant, Ridgewood and Indian Creek Homeowners Association, is seeking miscellaneous approval to alter the existing grades by constructing three (3) stormwater ponds and the rehabilitation of an existing pond, Ridgewood Drive and 911 Dorset Street. This application shall be reviewed under Section 3.12 of the Land Development Regulations. The removal from land or the placing on land of fill, gravel, sand, loam, topsoil, or other similar material in an amount equal to or greater than twenty (20) cubic yards, except when incidental to or in connection with the construction of a structure on the same lot, shall require the approval of the Development Review Board. The Development Review Board may grant such approval where such modification is requested in connection with the approval of a site plan, planned unit development or subdivision plat. This section does not apply to the removal of earth products in connection with a resource extraction operation. Standards and Conditions for Approval: (1) The Development Review Board shall review a request under this Section for compliance with the standards contained in this sub -Section 3.12(B). An application under Section 3.12(A) above shall include the submittal of a site plan, planned unit development or subdivision plat application showing the area to be filled or removed, and the existing grade and proposed grade created by removal or addition of material. Agenda # 5 The applicant submitted a plan, containing one (1) sheet showing the removal of the fill and subsequent regarding on the subject property. This plan is sufficient to satisfy this requirement. (2) The Development Review Board, in granting approval may impose any conditions it deems necessary, including, but not limited to, the following: (a) Duration or phasing of the permit for any length of time. Staff does not feel this requirement is applicable to the subject application. (b) Submission of an acceptable plan for the rehabilitation of the site at the conclusion of the operations, including grading, seeding and planting fencing drainage, and other appropriate measures. The applicant is proposing to install three (3) stormwater management ponds. The South Burlington Stormwater Superintendent has been working with the applicant to review the plans and will continue to do so. Staff finds it sufficient to grant approval of this application conditional upon the satisfaction of the Stormwater Superintendent. (c) Provision of a suitable bond or other security adequate to assure compliance with the provisions of this Section. Staff does not feel this requirement will be necessary for the subject application. (d) Determination of what shall constitute pre -construction grade under Section 3.07, Height of Structures. The pre -construction height for future development will be the existing grade. The enclosed site plans show the three stormwater structures to be constructed: one wet pond and two dry basins. In addition to these, the existing pond to the west of Lexington Green (Ridgewood) will be modified to order to meet the new stormwater criteria. Other, more minor improvements will be made to the areas as well. These improvements include the cleaning of Ridgewood's catch basins, the repair/re-grading of Indian Greek's swales, and repair of Indian Creek's culverts The new ponds will be constructed in Class 3 wetlands (delineated by Cathy O'Brien), and we are working with the US Army Corps of Engineers to answer the questions they have regarding the wetland impacts of this project. Since the project is moving more than 20 cubic yards of material, the project requires a Miscellaneous DRB permit. Enclosed with this letter are six sets of site plans (including one reduced set), an application for the DRB, and an $85 application fee. We are eager to complete this project as soon as possible.
