APPROVED b) Site plan application of John Larkin, Inc. to amend a previously approved plan to construct a 60,712 square foot four (4) story extended stay hotel with 70 rooms, 1700 Shelburne road. The amendment consists of minor changes to the footprint of the building and landscaping changes. APPROVED c) Site plan application of HCA Aircraft Services, LLC to amend a previous approval to use a 28,600 square foot building for a multiple number of commercial and industrial uses for a multiple number of tenants, 1150 Airport Drive. The amendment consists of minor site modifications including relocation of the dumpster. I talked to Ray Belair and he has the original plans which he can copy and apparently are adequate The application has everything he requires (NO coverage info., tax map #, or adjoining landowners required) He said he didn't plan on warning adioiners. He also said it requires a $60 fee because they have never approved the existing apron thus it is a new application(?!). E-mail: wmi@together.net Ray Belair Development Review Administrator City of South Burlington 575 Dorset Street South Burlington, VT 05403 RE: Burlington International Airport South Apron Reconstruction WM/DH Project No. 6390009 Mr. Belair: At the request of the airport, and in order to keep you informed of ongoing activity which is required for airside maintenance and improvement, I have enclosed plans showing an area of aircraft ramp to be replaced and expanded to the SE of the airport terminal. No landside features are being proposed at this time - as it is critical that the ramp work be completed this fall. A new terminal concourse will be proposed in the spring of next year and we plan to make a full submittal to the South Burlington Planning and Development Review Board at that time. The remainder of the work proposed at this time is limited to relocating a sewage manhole, slightly relocating a fire hydrant and reconfiguring the existing ramp lighting, in order to meet FAA standards for safety and security. The lighting will be completely shielded from the landside as well as the street or neighboring land uses. The plans and lighting cut sheet enclosed should clarify any concerns you may have in, this regard. Please call if you have any questions or would like additional information. It will be for use only by Airport personnel. Army Guard Rd. will be upgraded from Williston rd. back to the buildings (about 1300 ft). It will be divided by a median at the Williston Rd. access. Members discussed this. The Airport does not want to provide this access as there is other access available for the house. The applicant said they will remove the snow from the site. Mr. Burgess raised the issue of land being gotten from Munson for spillage. The city says there needs to be a subdivision. BURLINGTON INTERNATIONAL AIRPORT PERIMETER ROAD PROJECT SOUTH BURLINGTON, VERMONT Burlington International Airport is proposing to build a perimeter road around the southern end of Runway 1/19, a project that will impact a small area at the edge of a Class 2 wetland between the airport and Williston Road (See Map). This project is necessary to accommodate ground vehicle traffic which now must cross the runway to reach the southeastern part of the facility. Safety considerations and improved efficiency of airport operations make this project necessary. The proposed roadway will be 800 feet long, and will be cut into the slope at the end of the runway to allow ground traffic to pass the end of the runway below grade. The depressed design is necessary to provide adequate clearance for the runway. Approximately 620 square feet of Class 2 wetland will be filled for the project, and 10,200 square feet of the 50-foot wide buffer zone defined by the Vermont Wetland Rules will be impacted. The wetland has been determined as significant for the following functions: (1) water storage for flood water and storm runoff; (2) surface and ground water protection; (3) wildlife and migratory bird habitat; and (4) hydrophytic vegetation habitat. None of these func- tions will be impaired by the project. Improved drainage associated with the stabilized bank and new outfalls will assure that there will be less potential for erosion into the wetland. Because no function will be adversely affected by this project, no mitigation is proposed. Also associated with the project, but not regrairing a Conditional Use Determination because it is an allowed use under the Wetland Rules, is rehabilitation of a portion of the Army Guard Road within its existing footprint. Plans should show a typical road section of the relocated road. Road cross sections would also be helpful. 2. Plans specify metal pipe. Metal pipe has a short life span. Plastic or concrete should be specified or at least offered as an alternative. 3. Existing water and sewer lines should be shown on the plans. 4. It appears the relocated road low point is in a cut section. It is not clear on how the drainage is taken care of. AIR GUARD ROAD 1. A road typical section should be shown on the plans. 2. Road width scales at about 29 feet. For a service road this is excessive. Twenty four feet width would be adequate. 3. Planting in the 8 foot median will be a maintenance problem especially for catching blowing paper. SOUTH BURLINGTON LANDFILL DROP OFF FACILITY - PATCHEN ROAD 1. The on site sewage disposal is a violation of the city sewer ordinance. A small package sewage pumping station should be included. This station would pump to the sewer main on Patchen Road. 2.
