FINDINGS OF FACT & DECISION
STATE OF VERMONT
COUNTY OF CHITTENDEN
CITY OF SOUTH BURLINGTON
Re: Findings of Fact, application of Burlington International
Airport for construction of a perimeter road (approximately 800
feet) and rehabilitation of the existing Army Guard Road.
On the 24th of August, 1993 the South Burlington Planning
Commission approved the request of the South Burlington
International Airport for site plan review under Section 19.10 of
the South Burlington Zoning Regulations based on the following
findings:
1. This project consists of the construction of 800 feet of a new
perimeter road and rehabilitation of 1300 feet of Army Guard Road.
The rehabilitation of Army Guard Road will include adding a right
turn lane, an island, landscaping, relocating the sidewalk and
widening the curb cut on Williston Road.
2. The new perimeter road will be located behind 1860 Williston
Road. It will provide access around the southerly end of runway 1-
19 for service and maintenance vehicles.
3. Wetland: The wetland located to the south of the perimeter
road will be impacted by this construction. Approximately 220
square feet of fill will be placed in a class II wetland. The
applicant is applying to the State for a permit to impact the
wetland.
4. Landscaping: The applicant is proposing to plant $6285 worth
of landscaping along Air Guard Road adjacent to Williston Road.
Plantings will include Buffalo Juniper, Crabapple, Scotch Rose and
Dark American Arborvitae.
DECISION & CONDITIONS
Based on the above Findings of Fact, the South Burlington Planning
Commission approves the site plan application of Burlington
International Airport for construction of a perimeter road
(approximately 800 feet) and rehabilitation of the existing Army
Guard Road as depicted on a six ( 6 ) page set of plans, page one
entitled "Plans for New South Perimeter Road and Rehabilitation of
the Army Guard Road, Burlington International Airport", prepared by
Webster Martin, Inc. and dated 8/12/93, with the following
stipulations:
1. All previous approvals and stipulations affecting the subject
property which are not superseded by this approval shall remain in
effect.

2. The plans for Army Guard Road shall be revised prior to
construction to show the following: 1) the sidewalk along Army
Guard Road increased to a width of five (5) feet.
3. Two copies of the revised plan shall be submitted to the City
Planner for approval.
4. At the express representation of the applicant, snow will
promptly be removed from the sidewalk after each time that Army
Guard Road is plowed.
5. Any changes to the approved plan shall require Planning
Commission approval.
